JKCET 2012 paper leak: ED seizes assets of key accused worth Rs 1.31 Cr

Srinagar, Oct 14: The Directorate of Enforcement (ED) has provisionally attached four immovable properties valued at approximately Rs. 1.31 crore in connection with the infamous 2012 J&K Common Entrance Test (JKCET) paper leak case.
The properties belong to Sajad Hussain Bhat, Mohd Amin Ganie, Suhail Ahmad Wani, and Shabir Ahmad Dar, and are located in Srinagar and surrounding areas. The action was taken under the Prevention of Money Laundering Act (PMLA), 2002.
The ED’s investigation is based on an FIR filed by the Crime Branch of J&K Police, implicating several individuals, including Mushtaq Ahmed Peer, the then Chairman of the Board of Professional Entrance Examinations (BOPEE). Peer, along with accomplices, was accused of selling leaked question papers for the JKCET 2012 exam, generating illicit proceeds of Rs. 2.50 crore.
All the accused, including Peer, Farooq Ahmad Itoo, Sajad Hussain Bhat, Mohd. Amin Ganie, Suhail Ahmad Wani, and Shabir Ahmad Dar, have been convicted by the Special Anti-Corruption Court in Srinagar. The scandal had raised serious concerns about the integrity of the state’s examination system, affecting medical entrance exams.
Previously, the ED had attached properties worth Rs. 60 lakh belonging to Mushtaq Ahmed Peer, and a charge sheet, known as a Prosecution Complaint, was filed under PMLA. The case is currently pending before the Special Court (PMLA) in Srinagar.
The JKCET 2012 paper leak case is regarded as one of the most significant scandals in Jammu and Kashmir’s education sector. It exposed the misuse of authority by Peer, who sold leaked papers to candidates, granting them an unfair advantage and denying meritorious students their rightful opportunities. Since the case was exposed, multiple arrests and legal actions have been taken, with the accused facing charges under various sections of the Prevention of Corruption Act. Peer and his associates generated proceeds of crime amounting to Rs. 2.50 crore from the sale of these leaked papers.
