Bandipora, 19 July: Jammu and Kashmir’s Chief Secretary Atal Dulloo on Saturday conducted an extensive review of the developmental landscape of Bandipora district and laid the foundation stones for several key infrastructure projects, signalling the administration’s commitment to inclusive growth and accelerated execution.A statement issued here said that presiding over a high-level meeting at the Mini Secretariat Bandipora, the Chief Secretary assessed the progress of Centrally Sponsored and UT Sector schemes being implemented across the district. The session was attended by Deputy Commissioner Manzoor Ahmad Qadri, SSP Bandipora Harmeet Singh, Chief Planning Officer, Executive Engineers from R&B, PHE, PDD and senior officers from the departments of Health, Education, Tourism, Agriculture, Horticulture, Rural Development and Social Welfare. Deputy Commissioner Qadri gave a detailed presentation on the district’s developmental progress across vital sectors including health, education, power, tourism, agriculture and water supply.Emphasising a mission-mode approach to implementation, Dulloo urged departments to expedite infrastructure works and service delivery aimed at enhancing the quality of life for citizens. He directed officials to prioritise the saturation of welfare schemes such as PMAY, Holistic Agriculture Development Programme (HADP), health coverage and the promotion of cooperatives.As part of his visit, the Chief Secretary laid foundation stones for significant projects worth Rs 805 lakh (Rs 8.5 Crore) These included a 100-bedded hostel for Scheduled Tribe and Gujjar and Bakerwal students and the construction of a District Veterinary Hospital in Bandipora.Dulloo was also briefed on the District Capex Plan for 2025–26, which allocates Rs 41 crore for the district. The plan comprises Rs 10 crore under District Development Council (DDC) grants, Rs 3 crore under Block Development Council (BDC) grants, Rs 25 crore under Panchayati Raj Institution (PRI) grants, Rs 2 crore under Aspirational Block Development and Rs 1.2 crore for Aspirational Panchayat Development. The proposed projects include 483 works under DDC grants (139 spillovers), 107 under BDC (30 spillovers), and 1,488 under PRI (579 spillovers). Additionally, projects worth Rs 1.86 crore in the health sector and Rs 2.85 crore in elementary education are underway, while Rs 1.04 crore has been earmarked for new initiatives under Aspirational Block schemes.The Deputy Commissioner highlighted key developmental concerns including the urgent need for augmentation of manpower and infrastructure at the District Hospital Bandipora and the road widening of the Sumbal–Bandipora stretch. In response, the Chief Secretary stressed timely submission of pending estimates, improved inter-departmental coordination, and proactive resolution of implementation bottlenecks, particularly in remote and challenging areas. Dulloo further underscored the importance of transparency, community engagement, and stringent quality control in the execution of all developmental works. Later, the Chief Secretary interacted with various public delegations, including members of civil society, trade unions, tribal representatives, youth groups, and the National Youth Corps (NYC). He assured them that their grievances and developmental demands would be addressed in a time-bound and transparent manner.
