Revised DPR for mini secretariat Dooru needs reassessment: Govt

Pending projects to go through cost estimation: CM

Srinagar, Mar 25: The government on Tuesday said that the revised DPR (Detailed Project Report) for the construction of the Mini Secretariat at Dooru in Anantnag, amounting to Rs 598.91 lakh, was prepared in 2021 but needs to be reassessed as per the latest SoRs (Schedule of Rates).

Answering the question of G.A. Mir, MLA Dooru, who had sought details about the abandoned construction of the Mini Secretariat at Dooru, Chief Minister Omar Abdullah, who is also the Minister in charge of Revenue, said, “The construction of Mini Secretariat Dooru was started in the year 2018 by JKPCC at an estimated cost of Rs 590.00 lakh.”

He said that the work has been completed up to the plinth level, and part payment has been made for its construction.

“A DPR amounting to Rs 598.91 lakh was prepared by PWD authorities. However, AA (Administrative Approval) and TS (Technical Sanction) have not been accorded. Out of the total estimated cost of Rs 590.00 lakh, an amount of Rs 25.00 lakh was released under the District Budget 2017-18, which stands utilized against the total work done claims of Rs 39.00 lakh. The work has been completed up to the plinth level,” he said.

Omar further said, “A revised DPR amounting to Rs 598.91 lakh was prepared by PWD authorities in the year 2021, but the same needs to be reassessed as per the latest SoRs, keeping in view the cost escalation. Thereafter, only a decision can be taken in the matter.”

Mir, in a supplementary question, stated that the proposal for the Mini Secretariat at Dooru was made in 2013-14 and was probably given the go-ahead under the Omar-led government. However, after the change of government, only some amount was allocated, and the “important” project was stalled.

Mir urged the Chief Minister to clarify how much time the revised DPR would take and requested the government to prioritize the project.

Responding to Mir’s supplementary question, Omar said, “Unfortunately, we have got many projects in inheritance where work was initiated and didn’t reach conclusion, including Dooru, Mendhar, Poonch, Tangmarg, and many other places where mini secretariat work was taken up. But where we left that in 2014, they are still there.”

“The pending projects will have to go through cost estimation. As our resources will be, so will the projects be completed,” he added.
