Srinagar, Mar 23: The government has categorically ruled out the revival of the Rehbar-e-Taleem (RET) scheme, confirming that regularization of RET teachers will continue under the 2005 policy.
The clarification came in response to a starred question raised by MLA Jasrota constituency Rajiv Jasrotia, over recruitment, regularization, and transfer policies for RET teachers and contractual lecturers.
According to the written reply, ReTs were engaged as per guidelines envisaged in Government Order No. 396 Edu of 2000 on village or habitation basis. No such engagement is carried out right now as the scheme has been closed in 2018. However, those ReTs who have been appointed prior to that are being regularized as per 2005 policy after completing five years of uninterrupted service after completing all guidelines.
“The transfer policy in respect of ReTs is yet to be devised; only mutual transfers are carried out.
The details of ReTs RETS deployed district- zone-wise is enclosed. Moreover, these deployments are purely on need basis for academic purposes due to a shortage of staff, medical grounds, court cases etc, it said.
The government further said that the department has initiated rationalization in all districts as a part of regular practice during which the detachment of attached RETs shall also be considered.
“Recruitment Rules of non-gazetted rules are under review in the department and update of the same is being carried out after the consideration of all required changes,” it said.
It further said that RETS, it is to be stated that the scheme stands closed and presently there is no policy to revive the RET policy.
It said that prior to 2019, the School Education Department. Used to engage contractual lecturers on academic arrangement basis and since 2019 no contractual Lecturers have been engaged.
“Likewise no adhoc lecturers are engaged by the department, as such, regularization of such Lecturers is not an issue of consideration before the department. As such, reservation to such lecturers for regular recruitment is not required to be considered by the department,” it said.
