Jammu, Apr 15: In a monumental move, the 2024 LokSabha elections in the Union Territory of Jammu and Kashmir have witnessed the introduction of home voting for the elderly and Persons with Disabilities (PwDs), marking a significant stride towards inclusivity and accessibility in the electoral process.
According to Election Commission sources, “Voters above 85 years of age and Persons with Disabilities (PwDs) with 40 per cent benchmark disability criteria can avail the optional home voting facility, and this category has already begun casting their votes for phase I and II of polling.”
This groundbreaking initiative aims to ensure that no citizen is left behind in exercising their democratic right to vote, as emphasized by the Election Commission’s commitment to inclusivity.
Explaining the procedure, an Election Commission official stated, “Within five days of the election notification, eligible voters must complete Form 12D and submit it to the returning officer. PwD voters are required to submit a baseline disability certificate along with their applications.”
The responsibility for retrieving Form 12D lies with the Booth Level Officer (BLO), who ensures that all necessary documentation is completed. Candidates receive a list of electors opting for home voting, ensuring transparency and accountability in the process.
A dedicated team of polling officials, accompanied by security personnel, then visits the voter’s residence to collect their votes. Importantly, voters are notified in advance of the planned visit, enabling them to exercise their right to vote safely and comfortably. To enhance accessibility, voters also receive SMS notifications regarding the days when home voting will be active.
The entire process is being videographed to maintain transparency and accountability, further bolstering the integrity of the electoral process.
This progressive measure has already commenced in PC-4 Udhampur, with identified voters in districts including Kathua, Udhampur, Ramban, Doda, and Kishtwar casting their votes via postal ballots.
The provision of home voting reflects a concerted effort to empower all voters, ensuring that democracy truly represents and serves every segment of society.
