Srinagar, June 23: Sher-e-Kashmir Institute of Medical Sciences (SKIMS) Soura has issued a strict directive to its staff, warning them not to leave the hospital premises during working hours without prior permission from the concerned authority.
In a circular issued by the institute, employees have been instructed to maintain proper discipline and strictly adhere to prescribed rules and regulations within their respective departments. “All Heads of Departments (HODs) and Sectional Heads are directed to submit daily attendance reports of their subordinate staff to the office of the Director SKIMS and EOSG to ensure punctuality,” the circular states. The administration has also mandated the maintenance of a “moment register” in each office, supervised by the controlling authority, to discourage unnecessary roaming and prevent frequent abandonment of vital patient care services. “It is impressed upon all officers and officials of SKIMS not to leave the SKIMS campus during working hours without prior permission of the competent authority,” it said. Additionally, the circular prohibits any officer or official from interacting with the print, electronic, or social media regarding institutional matters. Only designated officers are authorized to speak or issue statements on behalf of the institute.
“These instructions are brought to the notice of all employees, including HoDs, faculty members, and sectional heads, for strict compliance. Any deviation will be dealt with strictly under the relevant rules,” the circular warned. In a separate circular, the SKIMS administration expressed concern over employees—including faculty members and HODs—approaching higher authorities directly with official matters, bypassing established communication channels. “As per procedure, if a government employee seeks redressal of grievances or has issues related to service conditions, they should approach their immediate superior or the appropriate head of the department,” the order said.
It further noted that directly submitting representations to higher authorities or using unofficial modes of communication such as emails, WhatsApp, social media, or public grievance portals violates the Jammu and Kashmir Civil Services Conduct Rules, 1956. “This practice has been viewed seriously and will invite disciplinary action. It constitutes unbecoming conduct as per service rules,” the circular stated.
