Srinagar, Mar 17: Chief Minister Omar Abdullah on Monday informed the As-sembly that the Mission Youth Programme is now being monitored in real time to ensure faster processing of applications. He stated that initiatives such as Mumkin, Tejaswini and the Spurring Entrepreneurship Initiative (SEI) are now fully integrated with the JKGSS portal, eliminating delays previously faced in offline processing.
His statement came in response to a query by National Conference leader and MLA Chadoora, Ali Mohammad Dar, who sought district-wise details of youth beneficiaries, the financial support provided and measures taken to ex-pedite applications.
Providing a detailed breakdown of the beneficiaries, CM Abdullah, who also holds the finance portfolio, highlighted the impact of various schemes under the Mission Youth Programme.
The Mumkin scheme, aimed at facilitating youth in procuring small commercial vehicles, has made notable progress. Abdullah stated that 5,158 cases have been sanctioned and disbursed under the initiative. “Under Mumkin, Mission Youth provides Rs 80,000 or 10% of the vehicle cost as an upfront subsidy, while an equivalent contribution is made by the vehicle manufacturer. The re-maining amount is financed by JK Bank through a MUDRA Loan,” he said.
District-wise, Kupwara emerged as the top beneficiary with 363 cases (Rs 280.24 lakh in subsidies), followed by Poonch (361 cases, Rs 261.83 lakh), Anantnag (365 cases, Rs 261.57 lakh), and Kulgam (351 cases, Rs 242.81 lakh). Srinagar recorded 291 cases, while Rajouri, Ramban, Samba and Ud-hampur also saw notable disbursements. In total, Rs 3,431.43 lakh has been disbursed under Mumkin.
The Tejaswini scheme, aimed at supporting women entrepreneurs, has had a notable impact, with 1,162 cases sanctioned and disbursed. “Through Tejaswini, young women receive Rs 50,000 or 10% of the project cost as an upfront subsidy, along with an interest subsidy of Rs 60,000,” Abdullah said.
Srinagar topped the list with 150 cases (Rs 83.16 lakh in subsidies), followed by Rajouri (145 cases, Rs 124.7 lakh), Kupwara (71 cases, Rs 79.39 lakh), and Poonch (94 cases, Rs 63.11 lakh). The total subsidy disbursed under Tejaswini across all districts amounts to Rs 685.8 lakh.
Under the Spurring Entrepreneurship Initiative (SEI), aimed at fostering youth-led businesses, 372 cases have been sanctioned and disbursed. “Through SEI, youth receive financial assistance of up to Rs 20 lakh to launch or expand businesses. The government contributes Rs 1 lakh as an upfront subsidy, with an additional Rs 2 lakh as an interest subsidy,” the CM said.
District-wise data showed that Kulgam (68 cases, Rs 35.46 lakh in subsidies), Kupwara (31 cases, Rs 25.68 lakh) and Udhampur (34 cases, Rs 24.72 lakh) were among the top recipients.
In addition to financial support, the government has focused on skill develop-ment through the Endeavour to Empower initiative. To date, 9,781 youth have been trained, with a focus on high-demand sectors such as Banking, Financial Services, and Insurance (BFSI).
Reflecting on the evolution of the Mission Youth Programme, Abdullah em-phasized the significant improvement in efficiency with the transition from of-fline to online processing.
“In 2021-22, applications under Mumkin and Tejaswini were manually submit-ted, leading to significant delays. Now, with the integration of the JKGSS por-tal in 2023-24, we can monitor applications in real time and take immediate action when necessary,” Abdullah said.
