Srinagar, Aug 09: Chief Secretary Atal Dulloo reviewed the implementation of e-Office 2.0 at the Tehsil level, with the objective of establishing a seamless and paperless governance model across all basic administrative units in Jammu & Kashmir. The initiative aims to extend digital governance to 207 tehsils in the Union Territory.The meeting was attended by Secretary, IT; CEO, JaKeGA; SIO, NIC; and other concerned officers, with Deputy Commissioners participating virtually. During the session, the Chief Secretary highlighted the importance of legacy data stored in paper files in these offices. He instructed Deputy Commissioners to devise a time-bound plan for scanning all files related to public matters to ensure smooth operations after full transition to e-Office, preventing any incoherence.He directed the IT Department to expedite the onboarding of remaining users onto the e-Office platform and stressed the importance of capacity building and training for effective service delivery and enhanced transparency.Secretary, IT, Dr Piyush Singla, highlighted the benefits of the system, including faster service delivery and quicker decision-making. He explained that the rollout process is being executed in four phases, starting with the collection of Employee Master Data (EMD) for email and VPN access, which has already been completed. This was followed by creating official email IDs, mapping users, and establishing NICNET/VPN connectivity for remote access.Progress reports indicated that 20,517 users have been onboarded, covering 95.28% of the target, and 3,804 offices have been integrated, achieving 95.94% of the goal. Additionally, 20,580 government email IDs have been created, and 11,375 VPN connections established. Help desks are operational in all 20 districts, as well as in the Civil Secretariat, with over 220 training sessions conducted for departmental staff and officials to facilitate smooth implementation at the grassroots level.A multi-tiered implementation team has been formed at the UT, Divisional, and District levels to oversee the rollout, with responsibilities including coordination, technical assistance, and user onboarding. The Secretary of IT at the UT level and District Commissioners at the district level provide administrative oversight.Moving forward, the focus remains on achieving 100% coverage through accelerated user mapping, extending VPN facilities to offices lacking NICNET access, and establishing district-specific escalation protocols to ensure uninterrupted e-Office operations across Jammu & Kashmir.
