Orders swift execution of winter plans as first snow approaches
Chairs winter prep meet, emphasizes power supply & medical readiness
SRINAGAR, NOV 09: Chief Minister Omar Abdullah chaired a high-level meeting at the Civil Secretariat today to review preparations for the 2024-25 winter season across the Kashmir Valley and the winter zones of Jammu Division.
Emphasising the critical importance of effective execution, he stated, “Plans have been announced, but execution is now crucial. Our preparations will truly be tested with the first snowfall. The prolonged dry spell is already affecting water levels and power generation.”
Addressing the attendees, Abdullah reiterated, “The credibility of the government rests on us; once plans are announced, effective implementation becomes paramount.”
Key officials in attendance included Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Additional Chief Secretary Jal Shakti Shaleen Kabra, Additional Chief Secretary to the Chief Minister Dheeraj Gupta, all administrative Secretaries, Divisional Commissioners of Kashmir and Jammu, senior police and security officials, Deputy Commissioners, and Border Roads Organisation officers. Officers from various district headquarters participated via video conferencing.
The Divisional Commissioner Kashmir delivered a comprehensive briefing, outlining measures in place for winter preparedness. Snow clearance on highways and roads, along with ensuring the operation of essential services, has been prioritised. Officials assured that machinery is operational and personnel are ready to respond efficiently.
Pre-stocking of fuel supplies in remote areas like Gurez in Bandipora and parts of Kupwara was confirmed. Urban Local Bodies, including the Srinagar Municipal Corporation, have prepared dewatering pumps to counter waterlogging. Essential supplies such as food grains, fuel, and repaired transformers are in position, with subsidized helicopter services arranged for emergency needs in snowbound areas.
Medical facilities have been equipped with medicines, oxygen cylinders, and firewood, and duty rosters have been issued through March 2025. Control rooms have been established at various administrative levels to ensure coordinated action. The Chief Minister directed that helicopter services for cut-off regions be made financially viable and hospitals be fully equipped to meet winter challenges. Additionally, he ordered adherence to power supply schedules, the filling of vacant posts in remote areas, and timely action to protect public health and safety during the harsh winter months.
