Srinagar, July 15: Director General of Police, RR Swain Monday terrorists infiltrated through borders operate as killing machines, sent with the sole purpose of wreaking havoc in the Valley.
“Even one terrorist sent to kill indiscriminately, with the purpose of increasing the level of violence, is a challenge for the security forces,” he said.
Talking to media persons on the side-lines of an event organised by Indian Institute of Management (IIM) in Jammu, Swain said that the presence of even a single terrorist is alarming due to their unpredictable nature and potential for indiscriminate violence.
He said these terrorists operate as killing machines, sent with the sole purpose of wreaking havoc. They have no connection to our land, no purpose other than to escalate violence, instill fear, and spread terror,” the police chief said.
While talking about the recent joint meeting with the Punjab Police in Kathua that focused on tactics employed along the Punjab border, DGP Swain said there is need for collaborative efforts to counter it.
“Infiltration via the Punjab border is well-known. We deliberated on the new methods and tactics being adopted by these terrorists,” he said.
DGP Swain further said that they discussed effective countermeasures, particularly against their use of tunnels for infiltration.
“Certain operational details remain confidential, we have combined our efforts to devise a robust response strategy that will prove effective,” he added.
Earlier in his address, DGP Swain said Pakistan successfully infiltrated all important aspects of civil society, thanks to so-called mainstream or regional politics in the valley.
“There is ample evidence to show that many had owned the art of running with the hare and hunting with the hound, which left both the common man and security bewildered, frightened, and confused,” he said.
The Police Chief said that visiting the homes of killed terrorists and expressing sympathy in public was normal.
“While new recruits in terrorism was allowed and tacitly encouraged, those who facilitated recruitment and arranged finances were never investigated,” he said.
DGP further said that SP rank officers were arrested and put in jails alongside terrorists, for crimes they had never committed.
“The drowning of two girls of Asiya and Nelofar in Shopian 2009 was allowed to be hijacked by narrative terrorism who held the valley at ransom, hartals, and rioting for many weeks. A very detailed investigation by the CBI and verified by the AIIMS forensics proved it was an accident,” the police chief said.
“Things had come to such a pass that the so-called mainstream political parties had started cultivating leaders of terrorist networks and sometimes directly to further their electoral prospects,” he said.
DGP Swain stated that over the past several years, significant changes have occurred. At the highest level of policy making, it has been decided that political and economic opportunities will no longer be the prerogative of a few but will become accessible to everyone, he added.
