The National Initiative began in 2021 and the deadline for the achievement of FLN Mission is the academic year 2026-2027.

The School Education Department and the SamagraShiksha are the core organizations in convergence with SCERT to help the children to become NIPUN in Jammu & Kashmir. Professor (Dr.) Parikshat Singh Manhas, Director of SCERTJK, emphasizes the transformative impact of the National Education Policy (NEP) 2020: “The NEP 2020 has provided the blueprint for our approach to foundational learning. By aligning our FLN initiatives with the policy’s directives, we are ensuring that every child in Jammu and Kashmir acquires the essential reading, writing, and mathematical skills they need to succeed academically and socially.”

The organization of mass awareness programs, including the symbolic NIPUN Bharat Pledge ceremony at the zero line in the border district of Kupwara, demonstrates the initiative’s commitment to community engagement and its ability to unite diverse stakeholders under a common educational vision.
Innovation in Assessment
The region’s approach to assessment represents another area of innovation. Moving beyond traditional testing methods, Jammu and Kashmir has implemented a Holistic Progress Card system that evaluates various aspects of child development, including cognitive abilities and socio-emotional wellbeing. This system focuses on the use of portfolios, rating scales, rubrics, artifacts, observation as the tools to track the 360-degree holistic development of the children. Through this process the teachers and all other stakeholders experience assessment as learning, assessment for learning and assessment of learning whether summative or formative in nature.
Addressing Linguistic Diversity
One of the most significant achievements has been the successful navigation of the region’s linguistic diversity. Through the translation of key materials into Urdu and the development of resources in local languages, the initiative has ensured that language differences do not become barriers to learning. The SCERT in convergence with JKBOSE is striving very hard to develop materials for young children in all such languages that follow certain scripture and is available in written form.
Technology Integration
The integration of technology has played a crucial role in the success of the FLN initiative. Digital resources like, digital Jaadui Pitara, E-Jaadui Pitara and Whats-app Jaadui Pitara and innovative teaching tools;Local E-content in the form of short stories, and other activities focusing cognitive, literacy, and aesthetic development of the children have been developed and uploaded on DIKSHA portal effectively. These resources are explored even in the remote areas, ensuring that modern educational techniques reach every corner of the region.
