Centre appoints IPS officer RR Swain as J-K DGP

Srinagar, Oct 27:  Senior IPS officer R R Swain, presently working as Special DG in the Jammu and Kashmir Police, was on Friday given additional charge as the Director General of the state’s police force with effect from November 1.
Swain will take charge from incumbent Dilbag Singh, who will retire on October 31 as the longest-serving police chief of Jammu and Kashmir, according to an official order.
The Ministry of Home Affairs, Government of India, has taken decisive action to ensure a seamless transfer of leadership. In a recent official order issued on Friday, a distinguished senior IPS Officer, R. R. Swain, who currently holds the prestigious position of Special Director General (DG) of the Criminal Investigation Department (CID) in Jammu and Kashmir, has been appointed as the in-charge Director General of Police.
According to the order from the Ministry of Home Affairs, R. R. Swain will assume the additional responsibility of DGP from November 1. The order stated, “With the approval of the competent authority, R.R Swain, IPS presently posted as Special DG, CID, Jammu and Kashmir, will also function as in-charge Director General of Police in addition to his existing charge with effect from November 1, 23 and until further orders.”
R. R. Swain is widely recognized for his dedication and unwavering commitment to his duties. He boasts a distinguished career that has earned him respect throughout the law enforcement community. Notably, he has served as the Senior Superintendent of Police (SSP) in both Srinagar and Jammu, the two major cities of the region.
Over the course of his illustrious career, Swain has spent more than 15 years on central deputation, occupying various pivotal roles. He has even had the honour of representing India in a foreign posting—a testament to his exceptional capabilities and dedication to his role.
Official sources have hinted that R. R. Swain is expected to be formally appointed as the new DGP of Jammu and Kashmir in the coming days. Swain has previously held significant positions, such as the SSP of Ramban when K. Rajendra was the Deputy Inspector General (DIG), and the SSP of Srinagar when K. Rajendra served as the Inspector General of Police for the Kashmir Zone.
Upon assuming his new role, R. R. Swain will succeed Dilbag Singh, who is set to retire on October 31, bringing an end to his tenure as the longest-serving police chief of Jammu and Kashmir, as per the official order. The appointment of Swain to this critical leadership position underscores the government’s unwavering  commitment to upholding law and order in the region.
