SRINAGAR JUNE 02: Speaker, Jammu & Kashmir Legislative Assembly, Abdul Rahim Rather, on Monday urged the Chairpersons of the nine recently formed Financial and other House Committees to work with utmost dedication and maintain close coordination with the Assembly Secretariat to ensure the efficient functioning of their respective Committees.
Chairing the meeting convened to discuss the mandates and operations of these Committees as prescribed under the Rules of Procedure and Conduct of Business in the J&K Assembly, the Speaker briefed the Chairpersons on their roles and responsibilities. He stressed the importance of effective coordination between government departments and the Committees for transparent, expeditious, and result-oriented functioning.
Speaker Rather emphasised the need for Committee Chairpersons to play a proactive role in holding the executive branch accountable. “You must foster a culture of accountability and transparency in governance, providing a platform for citizens to raise concerns and seek redress,” he said.
Assuring full support from the Assembly Secretariat, the Speaker expressed confidence that the offices of the Advocate General, General Administration Department (GAD), Law, Justice and Parliamentary Affairs would assist the Committees and actively contribute to the implementation of their recommendations.
He also underlined the importance of maintaining the dignity and decorum of the Committees during their proceedings.
The meeting was attended by Chairman of the Committee on Public Accounts, Sham Lal Sharma; Chairperson of the Committee on Estimates, Shamim Firdous; Chairman of the Committee on Public Undertakings, Ali Mohammad Sagar; Chairman of the Ethics Committee, Surjeet Singh Slathia; Chairman of the Committee on Privileges, Nizam-ud-din Bhat; Chairman of the Committee on Government Assurances, Sajad Gani Lone; Chairman of the Committee on Subordinate Legislation, Hasnain Masoodi; and Chairman of the Committee on Petitions, Pirzada Farooq Ahmad Shah. The members shared valuable suggestions to enhance the effectiveness of these Committees.
Also present were Commissioner Secretary, General Administration Department, M. Raju; Secretary, Legislative Assembly, Manoj Pandita; Deputy Accountant General J&K; Special Secretary Law; and other officers of the Assembly Secretariat.
