Srinagar, Mar 11: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, on Tuesday informed the Assembly that a revised Detailed Project Report (DPR) has been proposed for the completion of Phase I and execution of Phase II of the Primary Health Centre (PHC) at Palpora in Eidgah constituency.
This comes in response to a starred question raised by former Speaker and MLA Mubarak Gul, who sought clarification on the status of health projects in the constituency.
Itoo stated that the construction of the Phase-I building, which began in 2011-12, is nearly complete except for some internal finishing works. She explained that the project was transferred from JKPCC to the PW(R&B) Department after reorganization, and the revised DPR, which includes funding for Phase II, has been projected under the District Capex Budget. “Once the internal finishing works are completed, the PHC Palpora, currently functioning from an old NTPHC building, will be shifted to the new building,” she added.
Regarding PHC Sangam, Itoo confirmed that the building, constructed at a cost of Rs 153 lakh, has been occupied by SDPO Sangam since April 2022. She mentioned that the matter has been raised with the Deputy Commissioner Srinagar through letters requesting evacuation of the security forces, and the Director of Health Services is personally following up on the issue. “Once the building is vacated, repair and renovation work will be carried out to make it operational for healthcare services,” she stated.
Itoo also clarified that no Mother and Child Care Hospital is under construction in Eidgah. However, a Mini Maternity Centre (MMC) in Noorbagh is operational, providing essential services such as antenatal care, immunization, family planning and screening for non-communicable diseases.
