Jammu, Mar 22: The Jammu and Kashmir Government on Saturday said that there are currently no plans to upgrade schools in Jammu & Kashmir, including the Reasi constituency. This decision is based on the fact that many schools that have already been upgraded still need improvements in infrastructure and teaching staff availability.
In response to a question posed by MLA Kuldeep Raj Dubey during the Assembly session, the minister responsible for school education clarified that it is not true that Regularized Rehbar-e-Taleem (RReTs) have been transferred to other schools at the Zonal, District, and Divisional levels in violation of established rules or on a selective basis.
However, the minister acknowledged that some transfers have occurred occasionally due to security or health concerns, on a mutual basis, or for female RReTs due to marriage, as outlined in Administrative Department Notification No. 02-JK (Edu) dated June 15, 2023.
The minister further stated that a comprehensive transfer policy for 2023 is currently in effect within the School Education Department. This policy facilitates the transfer of teaching staff through an online Annual Transfer Drive (ATD) conducted each calendar year.
This transparent transfer policy addresses various challenges faced by teaching staff, particularly female educators. Provisions have been made for transfers based on urgent circumstances, such as serious health issues, being a single parent, divorce, widowhood, or having children with disabilities.
