J&K Health deptt allocates Rs 37 cr for medical college upgradation

Srinagar, Jan 10:   In a significant stride towards enhancing the medical education system, the Jammu and Kashmir Health and Medical Education Department has disbursed Rs 37 crore under the Centrally Sponsored Scheme, “Up-gradation of existing State Government/Central Government Medical Colleges to increase MBBS Seats,” for two medical colleges.
According to an order issued by the H&ME Department, the budget has been allocated to the Director of Finance, H&ME, for subsequent placement at the disposal of the Principals of Government Medical College Srinagar and Jammu. This allocation is meant for utilization during the current financial year (2023-24).
The total budget comprises Rs 18 crore for Government Medical College Srinagar and Rs 19 crore for Government Medical College Jammu in the current financial year, aimed at enhancing the capacity of existing medical colleges to accommodate more MBBS seats. The order specifies an “Advance drawal of Rs. 37 crore by Director Finance, H&ME for crediting the funds into the Single Nodal Agency (SNA) Account of the Scheme, enabling e-transfer to the Principals of GMC Srinagar/Jammu for approved components of the scheme during the current financial year 2023-24.”
All expenditures are to be strictly in line with the classification under which funds have been authorized by the Finance Department. The Drawing and Disbursing Officer (DDO) must complete all codal formalities before presenting bills at the Treasury.
The Principals of Government Medical Colleges in Srinagar and Jammu are required to submit a status report on the scheme’s physical and financial progress during the current financial year. Additionally, Utilization Certificates (UC) of the funds must be sent to the Government of India, with a copy to the Health Department, by March 31, 2024.
Director Finance, Health & Medical Education Department, will ensure fund availability on the BEAMS portal and release/transfer funds accordingly. Expenditures by the medical colleges must adhere to the scheme guidelines and conditions laid down in the sanction letter from the concerned Ministry of the Government of India.
