Srinagar, Sep 11: In a resolute stand against deep-seated corruption that has plagued the systems of Jammu and Kashmir for generations, Lieutenant Governor Manoj Sinha announced a comprehensive anti-corruption initiative during the launch ceremony of the inaugural edition of the Journal of Jammu Kashmir Finance and Accounts Society (JAKFAS) held in Srinagar on Monday.
“Corruption had firmly established itself within all facets of Jammu and Kashmir’s systems for several decades,” Lt Governor Manoj Sinha said. He emphasised the government’s commitment to combat this pervasive issue through a multifaceted approach, including stringent actions against wrongdoers and the implementation of digital governance to ensure accountability and usher in a clean and transparent administration.
LG Sinha said the common man feels empowered with transparency in the system now, adding, those who looted Jammu and Kashmir are held accountable.
The Lieutenant Governor also pointed out the historical challenges faced by the J&K Bank, expressing optimism about its future.
Addressing economic concerns, Sinha suggested a potential relief measure, stating, “If financially capable people fulfill their power bill obligations, the government can consider exempting the electricity bills of poor and farmers.” He also recognized the growing aspirations and expectations of the people in Jammu and Kashmir and called for dedicated efforts to sustain the region’s growth momentum and uplift marginalized and economically disadvantaged individuals.
Regarding the eagerly awaited elections in Jammu and Kashmir, Sinha reassured the public, saying, “Elections will take place at the right moment. The Union Home Minister had stated in Parliament that the Election Commission of India will determine the timing of the elections. We have confidence that 80 per cent of the population will participate in the electoral process and support the current system in the region.”
Sinha highlighted the crucial role played by Finance and Account Services in maintaining fiscal responsibility and fostering comprehensive development. He underscored the financial reforms initiated by the Jammu and Kashmir Administration, which have enhanced transparency and accountability in the financial framework, making it more robust and outcome-oriented.
“Accountability and transparency form the core principles of effective governance. Through unwavering dedication and commitment, we have ensured the prompt and efficient execution of development projects, delivering direct benefits to the general public and addressing social and regional disparities,” added Sinha.
The Lieutenant Governor praised significant reforms such as BEAMS, J&KPaySys, obligatory authorizations, technical endorsements, electronic procurement procedures, digital transactions, compliance with General Financial Rules, and various technological enhancements that have greatly improved the effectiveness and transparency of the system.
During the event, Sinha, on behalf of JAKFAS, provided financial support to the Next of Kin of deceased members of the society, underscoring the organization’s commitment to its members.
LG Sinha commended the crucial role played by Account Service Officers in executing these reforms. LG also urged the swift accomplishment of the digitization of pension payment authorities through an accelerated mission.
