Srinagar, March 25: The Jammu and Kashmir Medical Supplies Corporation (JKMSCL) has initiated steps to enhance diagnostic services at GMC Udhampur by placing a supply order for the installation and commissioning of a 128-Slice CT-Scan Machine. Additionally, the procurement of a 1.5-Tesla MRI machine is currently under the tendering process.
The information was provided in the Legislative Assembly in response to a query raised by MLA Pawan Kumar Gupta regarding steps taken to upgrade diagnostic facilities at GMC Udhampur.
The government reply stated that the JKMSCL has already placed a supply order for the 128-Slice CT-Scan Machine, which will be installed soon at GMC Udhampur. Furthermore, the 1.5-Tesla MRI machine is currently under the tendering process.
Regarding the vacant post of Principal at GMC Udhampur, the government informed the House that the position is vacant due to the superannuation of the previous incumbent. The process to fill the post is currently under consideration in the department.
On the matter of vacant posts of faculty and staff, it was stated that all entry-level posts have been referred to JKPSC for advertisement and selection of candidates. Additionally, vacant posts are being filled on an academic arrangement basis under SO 364 of 2020, dated November 27, 2020, to address the shortfall.
To bridge the gap, Consultants and Senior Consultants from the Health Services Department are being deputed to GMC Udhampur to serve in their respective specializations. Furthermore, staffing is being supplemented through the National Health Mission (NHM). Regarding incentives for Registrars and Senior Residents, the govt. clarified that those serving under SO 364 of 2020 in GMC Doda are entitled to an additional monthly remuneration of Rs 15,000. However, similar incentives have not yet been extended to GMC Udhampur.
The current salary structure for Registrars/Senior Residents at GMC Udhampur includes a Basic Pay of Rs 52,700, DA at 53 percent amounting to Rs 27,931, HRA at 9 percent totalling Rs 4,743, bringing the total salary to Rs 85,374. Regarding the timeline for making GMC Udhampur fully functional, including the establishment of ICU, CCU, and Cath Lab, the Government of India (GoI) has set a deadline of March 31. However, based on the pace of work and the contract agreement, the revised completion timeline is July 31. The Public Works Department (PWD) has been instructed to expedite the project. The department said that the Cath Lab (Phase-III) for GMC Udhampur is not planned for this year, as priority has been given to GMCs of Phase-I, including Doda, Rajouri, and Baramulla, for FY 2025-26.
