BJP hails J&K admin’s decision to delineate Gair Mumkin Khads

It will create opportunities for builders, industrialists, software companies: Suri

Jammu, Aug 01: Bharatiya Janata Party (BJP) J&K Executive Member Raman Suri on Thursday hailed the J&K Administrative Council’s decision to approve a revised policy for delineating the lands recorded as Gair Mumkin Khads in revenue records.
“The move is set to facilitate substantial industrial expansion and attract new investments, marking a significant step towards planned urban development in segregated areas,” he said in a statement.
Suri commended Lieutenant Governor Manoj Sinha for creating opportunities to draw more investments from builders, colonisers, industrialists and other business houses through this delineation initiative. “The scarcity of land had previously hindered the development of new colonies and investments, especially following the abrogation of Article 370, but now, with the identification of ample land, there is a huge potential for more extensive development,” he said.
By segregating khads from those that do not form watercourses, this policy will allow for the subsequent development of these segregated lands, the BJP leader said, adding that region from Kathua to Jammu has ample areas lying unattended.
“This new policy will enable the government to develop industrial estates, leading to massive industrialisation and generation of employment,” he said.
Suri urged the LG administration to invite software companies to Jammu and Kashmir once new land banks are developed.
The BJP leader said that by empowering the Deputy Commissioner to carry out delineation based on the District Level Committee’s recommendation, regardless of the land size involved for State Land, the procedure will be completed earlier. “Now that the Deputy Commissioners have been authorised to delineate up to 200 kanals per Khasra on the District Level Committee’s recommendation, while the Divisional Level Committee and Divisional Commissioner can delineate 200-500 kanals per Khasra in case of private land, there is every chance of more and more areas coming up for development,” he added.
Raman said that this decentralised approach will ensure efficient, transparent, and timely delineation of land banks, which can further be developed into industrial estates or IT parks. “The process will be conducted simultaneously in various districts using modern and scientific technologies like the Digital Elevation Model (DEM), Digital Terrain Model (DTM), and Hydrological/Hydraulic Modelling. This technological integration aims to enhance the accuracy and efficiency of the delineation process, paving the way for systematic and sustainable development across Jammu and Kashmir,” he said.
