Srinagar, Nov 06: The fifth phase of the ‘Back to Village’ programme (B2V5) is set to kick off from November 7 to 16, with the Department of Rural Development & Panchayati Raj designated as the Nodal Department and overall coordinator for the event.
According to the General Administration Department (GAD) order, several key departments have been assigned specific tasks to ensure the smooth execution of the programme.
The Rural Development & Panchayati Raj Department is tasked with preparing the questionnaire booklet, offering guidelines for visiting officers, deploying officers for B2V5, providing training to officers, and preparing for GDP 2024.
The Information Technology Department will establish a Digital Platform for data entry related to B2V5 and create E-Booklets. The Planning, Development & Monitoring Department will handle field monitoring and evaluation during B2V5, while the General Administration Department will oversee officer deployments and establish a Control Room.
The Information and Public Relations Department will devise a comprehensive media plan for the entire programme, including publicity and media coverage. They will also coordinate media interactions with Chief Secretary Arun Kumar Mehta.
To ensure the effective execution of B2V5, Deputy Commissioners have been directed to deploy officers Panchayat-wise and conduct sensitisation and training sessions. All previous Prabhari Officers are expected to continue in their respective Panchayats. The field-level functionaries will be deployed to organise Panchayat-wise Camps during the B2V5 period.
“Deputy Commissioners are required to ensure that every visiting officer is properly briefed on the district’s development scenario and the development works carried out in his/her respective Panchayat, including individual beneficiaries,” states the official order.
The Chief Secretary recently chaired a high-level meeting of senior functionaries to review the preparations for the upcoming B2V5. This flagship public outreach initiative of the J&K Government aims to foster public participation and gather valuable feedback.
