J&K admin intensifies monitoring of central schemes for better execution

Srinagar, Apr 01: In a concerted effort to enhance the effective implementation of Centrally Sponsored Schemes (CSS) across Jammu & Kashmir, a high-level review meeting was convened under the chairmanship of the Principal Secretary to the Government, Finance Department, at the Civil Secretariat Jammu.
The meeting saw the active participation of key officials from various departments, who deliberated on strategies to address monitoring challenges and optimize the utilization of central funds for developmental projects.
According to official communication, the meeting witnessed the attendance of several key officers from various departments, including Director Generals, State Nodal Officer, Directors of Finance and Planning, and other officials responsible for CSS implementation. Two informative presentations were delivered during the session, shedding light on the current status and challenges encountered in monitoring CSS.
Among the observations made during the meeting, it was noted that although development expenditure is monitored on a monthly basis, there exist data gaps and discrepancies between Management Information System (MIS) reports and actual portal data. To rectify these issues, several improvements were proposed, including the adoption of BEAMS for UT/District Sector expenditure reporting, separate reporting of revenue expenditure in MPRs, and enhanced access to BEAMS for viewing departmental works.
Special emphasis was placed on the regular monitoring of PFMS and BEAMS portals by finance and planning officers to ensure optimal utilization of central funds. Furthermore, the meeting highlighted the importance of expediting languishing projects, JKPCC works, and NABARD works approved from 2016-17 to 2018-19.
Following thorough discussions, the Principal Secretary, Finance Department, issued specific directives, including the provision of full access to BEAMS and PFMS for monitoring CSS, organizing training sessions for planning officers on PFMS, and enhancing BEAMS to address data gaps.
Moreover, a decision was taken to accord priority to languishing projects and NABARD works to ensure timely completion, with a stringent timeline set for necessary actions. The meeting concluded with a call for rigorous physical verification of completed works to uphold quality and accountability in project execution.
