Jammu is caught in a pincer. There has been a continuous terrorist onslaught on Jammu from earlier this year. Rajouri area of Jammu witnessed gruesome attacks from the last year that continued in the dawn of 2024.This included Poonch as well. The strategy is clear that Pakistan and its over ground workers have shifted the theatre of war to Jammu region due to the non-availability of easy soft targets in Kashmir. Moreover they have succeeded in rupturing the social fabric of Kashmir to the worst possible extent that drained its economic and business potential. That has led to a kind of saturation and fatigue among the terror operatives. Another reason can be the non-availability of the local human resource to be used as combatants that was easily available in the 1990’s even in the earlier decade of 2000.From another point of view what suits the subversive cartels and the sleeper cells is that the enemies of the nation by indulging in continuous terror attacks in Jammu are depicting their operational supremacy in this region as well. So that they can divert the international gaze towards the entire Jammu and Kashmir after wrecking Kashmir. This is a tactical way of showing that even after the neutralisation of Article 370 and 35 A; the ethno-religious conflict is under way. It has not stopped. One thing is clear that the policy makers who devise the national security strategies have miscalculated as far as the imperative of terrorism is concerned in Jammu and Kashmir. They went overboard to keep strict vigil on the subversive and secessionist groups in Kashmir to nip in the bud any nefarious design in the aftermath of Article 370 and 35 neutralisation. But underestimating the preparedness of the terror group in the Jammu region has enabled them to consolidate. Within one month of assuming the office Modi Government has witnessed almost six terror attacks in Jammu region. It is clear that the terror operators and their handlers in Pakistan are testing the nerves of Modi 3.0. They want to access the absorbing capacity for the terrorism of the present government in New Delhi. Within the hours after executing the terror attack in Kathua, terrorists struck inDoda as well. There is a trend in these attacks. After striking on the pilgrims travelling in a bus in Reasi, terrorists struck in Kathua. Reasi attack took place on the same day when the Narendra Modi led NDA assumed the office for the third consecutive time. There was certainly a message from the enemies of the nation. It was meant to send the signal that Jammu and Kashmir is on the boil. It was a message for the quarters who want to destabilise Jammu and Kashmir. So that balkanisation of India is set into motion. It is pertinent to mention that Kathua attacks have taken place when the Rashtriya Rifles are not operating in this area. It has given an opportunity to the terror operatives to grab this opportunity and act in a pincer. It means that there is a lapse in the security grid. It has given ample space to the terrorists to extend their operations and shift the theatre of war to the Jammu areas. Not only that the source finance to these terror cartels is routed through bit coin mechanism. Recently security agencies publicised the picture of an unidentified person who is enabling the availability of finances to the terror modules through bitcoins. Public has been asked to identify this person. It seems that terror networks are taking alternative routes and mechanisms to sustain terrorism in Jammu and Kashmir. And they are looking beyond traditional methods of terror funding. This is indeed alarming. Security agencies need to rope in experts from wider domains so that the new terror model is dismantled and the Northern frontier in Jammu and Kashmir is safeguarded. Not only that lull in the local terror networks in Jammu and Kashmir has created a sense of urgency among their patrons across the border. So a new modus operandi is being created to engineer destabilisation in Jammu. If a comprehensive policy to end terrorism is not put in place in Jammu and Kashmir then it can land the people in the worst situation leading to a severe security crisis. Claims of normalcy and zero terror in Jammu and Kashmir by the policy makers are proving mere slogans. There is an urgent need to act and develop a comprehensive anti-terrorism model in Jammu and Kashmir. So that precious lives are saved.
