880 flats constructed for housing Kashmiri migrants: Govt

Srinagar, Dec 14: The Jammu and Kashmir Government has completed the construction of 880 transit accommodation flats for housing Kashmiri Migrants, officials revealed on Thursday. The officials said that 1176 more accommodations are likely to be sanctioned soon while 3944 flats are still under construction.
 
A senior officer from the Disaster Management, Relief, Rehabilitation and Reconstruction Department confirmed that construction has completed on the initial 880 flats, and work on 3944 more is actively underway at various stages. The entire project is slated for completion by December 2026, with contracts for the remaining 1176 flats to be assigned shortly, the official stated.
 
Financial transparency is highlighted in the project, with a cumulative release of Rs. 302.57 crore as of October 2023. Out of this, Rs 265.5554 crore has been judiciously expended, ensuring a responsible utilisation of funds.
 
The final list for the allotment of 224 transit accommodations in Odina, Bandipora, and 48 transit accommodations in Wandhama, Ganderbal, has been issued to facilitate a fair and transparent distribution process, according to the official.
 
However, some Prime Minister Package employees expressed dissatisfaction with the UT administration over the delay in completing these accommodations. 
Mohan Pandit, a PM Package employee, said that the work on these flats was going at on slow pace despite an increased pace of work in the past three years.
 
Another employee, Sushil Raina, expressed his satisfaction over handing over some flats to PM Package employees. He emphasized the importance of adhering to the specified timeframe for the remaining constructions.

 Sushil said it has been over eight years since the announcement of these flats, and despite assurances of imminent completion, progress has been slow. We hope this time the project will indeed be completed within the set timeframe, avoiding any delays as experienced in the past, he said.

The official further said that under PMRP, 3000 posts were announced for the unemployed Kashmiri Migrants youths.

“Besides, 3000 additional posts were announced under PMDP 2015. Against these 6000 posts, 5650 individuals have been appointed. Almost 94.10 % of posts have been filled up. Regarding the rest of the posts, i.e. Verification for documentation of 187 posts is at various stages, 123 posts are under the selection process. 40 posts pending with the Service Selection Board,” he said.

The official said the Department of DMRR&R has taken up the task of providing various certificates to the Kashmiri Migrants in a mission mode.

 Till ending October month, 160821 Domicile Certificates, 31617 Migrant Certificates for Job and Education Purposes, 2035 RBA Certificates, 894 EWS Certificates, 724 Income Certificates have been issued to Kashmiri Migrants & 13272 registration certificates issued to Kashmir Migrants and Displaced Persons,” he added.
