SKIMS warns employees not to leave station without prior approval

Srinagar, Jan 29: Amid acute staff shortage, Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura has warned its employees not to leave the station without prior approval from the administration.
The institute has taken serious note of employees who were on leave without any approval from competent authority and warned of disciplinary action without any further notice.
In a circular issued on the issue, SKIMS said that they learnt that employees proceed on leave without prior sanction and leave the station without permission/approval of such leaves.
“It has been taken seriously by the authorities as this practice is unbecoming of a government employee and is against the service rules and warrants for disciplinary action, ” it said.
As per the circular it has also come to the notice of the administration that HOD’s/Sectional Heads are recommending leaves to employees without justification despite acute shortage of staff.
The SKIMS has issued directions to all HOD’s/Sectional Heads to recommend leaves very judiciously with proper justification till the staff strength is recouped.
“About availing of Ex-India earned leaves on private affairs, it has been observed that most of the officers/officials are also applying for Ex-India earned leave on short notice period and proceed on leave without waiting for the requisite approval/country leaving permission from the Competent Authority,” it stated.
The institute has directed all the employees including faculty members, who intend to avail earned leave/ex India leave to apply for sanction of such leave through concerned HOD’s before 15 days and for ex-India Leave before 45 days after obtaining Vigilance Clearance from GAD (Vigilance) so that the administrative approval can be sought from the competent authority well in time to avoid mismanagement/maladministration.
SKIMS has impressed upon all HOD’s/Sectional Heads not to recommend leave cases of the employees frequently as there is already shortage of staff and the leaves so recommended shall be based on genuine grounds.
The instructions have been circulated to all employees, including HODs, faculty members, and sectional heads, for strict adherence. Failure to comply will result in action being taken against the defaulting employees as per the rules, without further notice.
