Srinagar, Nov 28: The Jammu and Kashmir government has extended the recruitment of critical posts through “executive orders” by administrative departments for another six months.
In February this year, the government had allowed administrative departments to use executive orders to fill gaps in recruitment rules, particularly for critical posts where formal rules were not in place. The arrangement was meant to be a temporary measure for six months, during which departments were required to finalize or revise their recruitment rules.
The order also required departments to seek approval from the ARI & Trainings Department and the Law Department before submitting proposals for executive orders. The ARI & Trainings Department was tasked with issuing guidelines and a checklist to streamline this process.
On June 21, the ARI & Trainings Department notified the guidelines and checklist. However, due to the time taken in this process, departments had limited time to finalize their proposals and get necessary approvals.
Recognizing this challenge, the Competent Authority approved an extension of six months for using executive orders to notify recruitment rules. An order issued on November 28 confirmed this extension and reiterated the need for departments to act swiftly in finalizing their recruitment rules.
The government said that this extension should not become a permanent alternative to formal recruitment rules. Departments have been directed to complete the formulation of regular recruitment rules promptly, as no further extensions will be granted.
