Jammu, Nov 16: Girdhari Lal Raina, former Member of the Legislative council and spokesperson of BJP JK-UT has welcomed declaration of schedule for Organising awareness camps in mission mode to apprise the eligible Migrants about the benefits of PM Kissan Samman Nidhi (PM KISAN) and other centrally sponsored schemes, HADP, JKCIP and other Farmer Welfare Schemes by the Director of Agriculture in coordination with the Office of Relief & Rehabilitation Commissioner (M), Jammu.
He further added that though there has been a considerable delay in declaration of the schedule as directions to this effect was issued on 07-10-2024 in the meeting held under the Chairmanship of Principal secretary, DMRRR.
“The Displaced community has for long been persuading matters with the government at different levels without much success. Now that the government has taken some small steps towards delivering long delayed justice it is important to ensure that no official red-tape is allowed to derail the process or steal benefits from real displaced community members.”
Several such awareness camps have been organised earlier also, recalled Ex-MLC, yet the outcome was never encouraging. Benefits of welfare schemes continue to be a mirage for the eligible families and individuals including differently abled Divvying’s, he asserted.
Line departments and other official agencies continue to cite arbitrary reasons to deny benefits to eligible displaced migrant applicants, GL Raina recalled. He added further that the most common reason for denial quoted by officials of various departments is the fact that the eligible person belongs to a particular district of Kashmir valley and is presently living in the jurisdiction of Jammu or other District/State. Is this a new discovery, Raina asked. He accused the administration of apathy and callousness and failure to evolve a mechanism to address this dichotomy even after three decades.
Former MLC also cautioned against stealing of benefits under welfare schemes by encroachers of land & orchards of the Displaced Community. He appealed concerned authorities to move beyond awareness camps and constitute a monitoring team which can co-ordinated with officials of respective Districts, revenue department in particular in Kashmir from where the potential beneficiary has been extirpated.
