Jammu, Mar 07: The Government has confirmed that the Model Degree College, Singhpora Pattan, established under the Rashtriya Uchchatar Shiksha Abhiyan (RUSA), has not yet been made functional despite nearing completion.
In response to a query raised by MLA Javid Reyaz, the Government stated that the college was approved in the 13th meeting of the Project Approval Board (PAB) on July 30, 2018, at an estimated cost of ₹12 crore under RUSA by the Ministry of Human Resource Development (MHRD), Government of India.
While the main building is almost complete, interior work remains unfinished. The delay in making the institution operational has been attributed to pending construction of boys’ and girls’ hostels, which has been stalled due to litigation between the contractor and the executing agency.
The Government also cited the COVID-19 pandemic as a significant factor behind the delay, noting that the project was initially set for completion within three years. However, with the main building’s interior work still ongoing and the hostel construction entangled in legal proceedings, the college remains non-functional.
The administration has assured that the project is expected to be completed in the next financial year, subject to the resolution of the court case and the release of the remaining funds from the Government of India. Authorities have reiterated their commitment to expediting the process to make the institution operational at the earliest.
