Reading: Kathua, Sep 15: Deputy Commissioner, Kathua, Rahul Pandey, who is also the District Election Officer, on Thursday flagged off a van designated as SVEEP Express to spread awareness among the masses about Special Summary Revision (SSR), 2022. The SVEEP Express was flagged off here from the DC Office Complex intensify activities under the Systematic Voters’ Education and Electoral Participation program (SVEEP) on Special Summary Revision, 2022. The major focus of the campaign is to register all youth who have attained the qualifying age of 18 years on 1st October 2022 as the electors in the Electoral Roll. The DEO, while speaking on the occasion, said that SVEEP Express will go to every Panchayat, Patwar Halqa, Village and educational institutions across the district to disseminate information about SSR-2022 among the public. “Besides, it will share the details of BLOs, the schedule of Special campaign dates and other IEC election material including electoral forms like 6, 6B, 7, 8 and give a demo for filling these forms,” he added. The DEO further explained about the prescribed forms viz Form 6 for registration as Elector/Voter, Form 6-B for Information of Aadhaar no. by existing electors, Form-7 for objection and self deletion and Form 8 for correction/shifting of voters’ name to be filled and process on ERO-NET by respective BLO. Later, District Election Officer Kathua presided over an event organized at Government College for Women Kathua under SVEEP to sensitize the masses in general and newly eligible voters in particular to register as voters during SSR which is commencing today from September 15, 2022. He also urged the students to come forward and share the message amongst all so that greater participation can be ensured for a healthy democracy.

Jammu, Sep 15: The Registration Department in J&K has intensified inspection of the Sub-Registrar (SR) offices across the UT to take on-the-spot review of the functioning of these offices.
Following the directions given by the Lieutenant Governor, Manoj Sinha during the review of the Revenue and its subordinate departments last week and subsequent instructions of Commissioner Secretary, Revenue, Vijay Kumar Bidhuri, the Inspector General of Registration (IGR), J&K, Sheikh Arshad Ayub along-with Additional Inspector General of Registration Jammu (AIGRJ) Mansoor Aslam and Registrar Jammu, Natasha Kalsotra undertook a comprehensive review of the working of SR offices in Jammu Khas, Jammu South and Jammu North today.
It was noted that SR Jammu South, Khas and North are the three Heavy Work Load offices with each office conducting 20-25 registrations or more on a daily basis. The SR Jammu Khas has the distinction of having conducted maximum number of registrations on a single day i.e 59 registrations on 20th January, 2022 with a revenue collection of Rs 36.26 crore, which is above the prescribed limit of 42 slots.
Comprehensive discussions were held with the three SRs on all aspects covering document registration and implementation of new initiatives. The issues discussed, inter-alia, included booking of slots, uploading of documents, checking of documents, stamp duty and registration fee, acceptance of documents and registration of various instruments.
IGR, J&K exhorted the SRs to give priority to registration of lease deeds. For enhanced transparency, the three SRs were directed to upgrade their CCTV system with two-way audio by 20.09.2022.
SR South Jammu informed that during the period, 01.04.2022 to 14.09.2022, 2018 documents have been registered with a revenue collection of Rs. 20.51 crore and a slot utilization of 97%. SR Khas Jammu informed that during the period, 01.04.2022 to 14.09.2022, 1694 documents have been registered with a revenue collection of Rs 13.86 crore and slot utilization of 98%. SR North Jammu informed that during the period 01.04.2022 to 14.09.2022, 1524 documents have been registered with a revenue collection of Rs 12.22 crore and slot utilization of 92%. SRs Jammu South & Jammu North informed that due to locking of certain documents, e-GRAS issues and deficiencies, some of the documents had either to be reverted or processed after intervention of SDU NIC Pune.
The SRs were directed to speed up the Revenue & CAPEX expenditure under relevant heads, submission of inputs to ACB/CBI cases referred to Registration Department, defacement of pending e-GRAS challans and submission of scanned registration data in respect of immovable properties to LRIS Portal on a daily basis.
The meeting was informed that a number of initiatives are at various stages of implementation. These include IPG Payment Gateway for collection of registration fee, PAN verification of parties, Aadhar authentication services, Home visit module and installation of CCTV cameras with two way audio system. Upon implementation of these initiatives, the registration work will become more transparent, hassle free, time bound and citizen friendly.
The SRs were informed that capacity building of officers is one of the core areas for broadening the horizons of the Registering officers and their staff in the field of registration. Two training workshops have already been held in Srinagar & Jammu this year in collaboration with SDU NIC Pune. In addition, officers have been deputed for training to YASHADA Pune, Maharashtra and Karnataka. Another batch of officers is being deputed to Tamil Nadu in second week of October 2022.
The SRs requested for provision of a security guard for safeguarding the valuable registration records. The SRs were informed that the matter has already been taken up with higher authorities for positioning a security guard in the premises of the three offices for safety of the registration records.
Interaction was also held with the citizens who had come for registration. They expressed satisfaction over online registration through NGDRS which has done away with the archaic offline registration and minimized the scope of litigation. Reposing faith and confidence in the present system, the citizens informed that they can now have their documents registered as per their convenience based on the date of appointment chosen by them.
At the end, the SR were urged to continue to work with missionary zeal and commitment so as to live up to the expectations of the people.
