J&K to set up EV charging stations with regulated tariff structure soon

Srinagar, Mar 21: With the growing adoption of electric vehicles (EVs), Jammu and Kashmir is preparing to establish a network of EV charging stations, featuring a regulated tariff system aimed at ensuring affordable and efficient charging for users.
While the exact number of charging points to be installed in the Union Territory is yet to be confirmed, the government plans to introduce a structured pricing model. The tariff system will include lower rates during solar hours, incentivizing users to charge their vehicles when renewable energy production is at its peak. This initiative is designed to not only make EV adoption more cost-effective but also promote environmental sustainability.
A nodal agency will oversee the expansion of EV charging infrastructure in J&K, ensuring that installations comply with national policies and guidelines. The aim is to enhance access to EV charging facilities for consumers across the UT.
This initiative is part of a broader strategy to reduce reliance on fossil fuels, lower carbon emissions, and modernise the transportation sector in Jammu and Kashmir.
The Ministry of Power has introduced a single-part tariff system for electricity supply to public EV charging stations, effective until March 31, 2028. This policy ensures that the tariff will not exceed the Average Cost of Supply (ACoS). Additionally, a time-of-use pricing structure has been established to encourage the use of clean energy. During solar hours (9 AM to 4 PM), electricity charges will be 0.7 times the ACoS, while during non-solar hours, charges will be 1.3 times the ACoS.
For consumers using public charging stations, a service charge structure has been set to ensure affordability. The maximum service charge for AC charging stations will be ₹3 per unit during solar hours and ₹4 per unit during non-solar hours. For DC fast chargers, the rates are ₹11 per unit during solar hours and ₹13 per unit during non-solar hours.
The Bureau of Energy Efficiency (BEE) has been appointed as the Central Nodal Agency to oversee the rollout of these guidelines. Jammu and Kashmir’s administration will designate a State Nodal Agency to work with power distribution companies (DISCOMs) and regulatory bodies to ensure smooth implementation of the project.
To further streamline efforts, a State-Level Steering Committee, led by the Secretary in charge of Energy, will be set up to monitor, plan, and expedite the development of the EV charging infrastructure in J&K.
A key feature of the policy is the integration of the EV charging network with the existing power grid. The government aims to ensure that the distribution network remains robust and efficient, while meeting the growing demand for electric vehicle charging.
The introduction of a structured tariff system and the expansion of charging infrastructure are expected to drive increased EV adoption in Jammu and Kashmir. This, in turn, will reduce the operational costs for EV owners and support the government’s broader vision of promoting sustainable and eco-friendly transportation in the region.
