Srinagar, Jan 27: The Jammu and Kashmir Government on Friday ordered the creation of various committees for the implementation and monitoring of the National Mission for Green India (GIM) in Jammu and Kashmir.
As per the GAD order, Sanction is hereby accorded to the constitution of Revamped Union territory Forest Development Agency, UT Level Executive Committee, UT Steering Committee, and District Steering Committee(s), comprising of the following, for effective planning, implementation and monitoring of the National Mission for Green India (GIM) in the UT of J&K.
Revamped UT Forest Development Agency
It said the General Body will be headed by the Lieutenant Governor, Jammu & Kashmir, who will act as chairman of the committee.
Chief Secretary, J&K, Administrative Secretary, Department of Forests, Ecology, and Environment, Principal Chief Conservator of Forests, Chief Wildlife Warden, Nodal Officer (Forest Conservation), Chairman Executive Committee, all FDAs (CFs), Member Secretary, Executive Committee, all FDAs (Hq DFOs) and Nodal officer (State CAMPA) will be the members of the committee.
Apart from these, there will be representatives of three eminent NGOs including representatives of WWF- India, Sh. Nazir National Society for protection of and Water Resources, Wetlands & Forests (NGO), Sh. Nadeem Qadri. Wildlife Conservation Fund, (NGO) while as Nodal Officer, GIM, Chief Conservator of Forests, (Planning & Projects) will be the member secretary of the committee. The committee will provide overall guidance for the Mission in achieving Mission goals and objectives.
“It will oversee the implementation of the board policy framework in achieving Mission goals and objectives. The committee shall meet at least once a year,” reads the order.
Union territory Level Executive Committee
Secondly, the Union Territory Level Executive Committee will be headed by the Administrative Secretary, Department of Forests, Ecology and Environment, who will act as chairperson. The members consist of the Principal Chief Conservator of Forests, Chief Wildlife Warden, Nodal Officer (Forest Conservation).
It also states that the Chairman, Executive Committee of 3 FDAs including Conservator of Forests, East Circle, Srinagar Circle, Chenab Circle as members. Member Secretary, Executive Committee of 3 FDAs DFO, Doda Forest Division.DFO, Rajouri Forest Division and DFO Kehmil Forest Division as members.
Nodal officer (State CAMPA), Director, J&K Forest Research Institute, two representatives of scientific institutions and universities, 2 representatives of two eminent NGOs of the UT, a representative from each of the Department of Finance, Agriculture Production, Science & Technology, Rural Development and Panchayati Raj, Tribal Affairs will be the members of the committee. The Nodal Officer, GIM, Chief Conservator of Forests, (Planning & Projects) will be Member Secretary of the committee.
The committee will have the mandate regarding the preparation of UT APO and its submission to the UT Screening Committee for finalization. It will also ensure technical approval of district-level APOs, preparation of the annual reports of the UT GIM, ensure programmatic convergence at the L1 landscape level and provide technical guidance for the implementation of GIM. “The committee shall meet at a frequency to be decided by the UT Government but at least twice a year,” reads the order.
UT Steering Committee
The committee will be headed by Chief Secretary who will act as Chairman. The following will be members of this committee including the Administrative Secretary, Agriculture Production Department, Administrative Secretary, Jal Shakti Department, Administrative Secretary, Forest Ecology and Environment Department, Administrative Secretary, Department of Rural Development, and Panchayati Raj.
Administrative Secretary, Tribal Affairs Department Member, Administrative Secretary, Planning, Development and Monitoring Department.Principal Chief Conservator of Forests, Chief Wildlife Warden, J&K, Nodal officer (SAPCC) / Director, Department of Environment & Remote Sensing, J&K, Nodal Officer (Forest Conservation) and I/c Regional Office Ministry of Environment & Forests, Jammu.
The Nodal Officer, GIM, Chief Conservator of Forests, (Planning & Projects) will be the member secretary of the committee. The committee will have the mandate to provide for overall guidance and synergy with other programmes so that interdependent coordination and convergence can be ensured.
“To finalize the Perspective Plan for each L1 landscape in the UT and forward it to Govt. of India, To finalize the APO of the UT Mission and forward it to Government of India for approval,” it said.
As per the order it will further monitor the progress of the utilization of funds released by the UT GIM. “To work as Empowered Committee for financial sanctions and approvals at the UT level in accordance with guidelines issued by MoEF&CC from time to time,” it said.
The UT Steering Committee shall meet at least once in six months.
District Steering Committee
This committee will be headed by District Development Commissioner who will act as the Chairman. The following will be the members: Conservator of Forests or his representative, in whose jurisdiction the Forest Development Agency falls, Assistant Commissioner of Development, District Panchayat Officer, Chief Agricultural Officer, District Tribal Welfare Officer.
Headquarter Divisional Forest Officer (Territorial) will be the Member Secretary of the committee. It will have the mandate to provide for proper coordination between implementation structures like IWMP, NRLM, MGNREGS and GIM.
