J&K Govt aligns CEA policies with GoI norms

Multiple births in first childbirth event eligible for reimbursement

Srinagar, April 04: In a move aimed at clarifying the entitlements of employees, the Jammu and Kashmir Government on Thursday provided clarification regarding the grant of Children Education Allowance (CEA) and Hostel Subsidy to ensure employees receive equitable support for their children’s education expenses, aligning with policies set forth by the Central Government.
As per the official communication, employees of the Union Territory are entitled to CEA and Hostel Subsidy at par with Central Government employees, as per Government Order No. 473-F of 2019 dated November 28, 2019.
It said that reimbursement of CEA and Hostel Subsidy can be claimed for the two eldest surviving children, except in cases where the second childbirth results in twins or multiple births.
However, after seeking clarification from the Department of Personnel & Training, Ministry of Personnel, P.G and Pensions, Government of India, it has been confirmed that in the event of multiple births (more than two) in the first childbirth, reimbursement of CEA may be allowed for all children born in that instance, it added.
It further said that employees facing such circumstances will receive the necessary benefits for all children born during their first childbirth event, in line with the policies set forth by the Central Government for its employees.
The decision aims to provide equitable support to employees of the Union Territory of Jammu and Kashmir to ensure their children’s education expenses are adequately covered.
