Govt has launched electronic HRS system to enhance transparency: Dr Jitendra

New Delhi, Aug 01: The Union Government has launched an innovative electronic “Human Resource Management” system, Union Minister of State (Independent Charge) Dr Jitendra Singh said on Thursday.
Addressing a question in the Rajya Sabha, Dr Singh, who is the Union MoS for various departments, including the Department of Personnel & Training (DoPT), said the new HRMS aims to streamline data-driven decisions in training and personnel management.
“This system will enable the government to digitally manage the service matters of officials, reducing transaction time and costs, providing digital records, and offering dashboards for Management Information Systems,” he said, adding that it will facilitate real-time monitoring of manpower deployment and serve as a productivity enhancement tool, minimising the need for manual intervention in cadre management.
The minister outlined several key benefits of the E-Human Resources Management System:
Digitization of Service Details: The system will digitize the service details of all government employees, both central and state, providing a single source of authentic employee data with 24×7 access.
Comprehensive Employee Lifecycle Management: It will cover the entire lifecycle of an employee’s service, including training, promotion, deputation, transfer, superannuation, and resignation.
Digitized Processes: The system will handle reimbursements, claims, advances, leaves, and other employee-related matters.
Transparency and Accountability: The system ensures higher levels of transparency and accountability, featuring e-sign facilities and alert/notification functionalities.
Reduction in Paper Usage: It will reduce reliance on conventional paper records and manual data entry.
Real-Time Processing: The system enables real-time processing and tracking of proposals, reducing transit time and costs while maintaining data integrity.
Analytics for Policy Formulation: The system provides analytics to assist senior administration in policy formulation and implementation, streamlining processes for transfers, promotions, deputations, and training.
Dr Jitendra said Pension Adalat is an effective platform for addressing pensioners’ grievances submitted through the Centralised Pension Grievances Redress and Monitoring System (CPENGRAM) portal. He said more than 70% of pension grievances were resolved by Pension Adalats between 2017 and 2024.
The minister said that 10 Pension Adalats were held during this period, addressing 24,926 cases and resolving 17,760 cases. Thematic Pension Adalats on delayed pension and family pension cases were also conducted in 2023-2024.
Dr Singh said the government is focused on employment. “Prime Minister Narendra Modi has instructed all Ministries/Departments to work in ‘Mission Mode’ to fill existing vacancies. This initiative is part of the government’s ongoing commitment to providing job opportunities for the youth and ensuring citizen welfare,” he said.
The minister also said that vacant posts are being filled as part of the Rozgar Mela, launched by PM Modi on October 22, 2022. “Recruitment is being carried out in mission mode across various Ministries, Departments, Central Public Sector Undertakings (CPSUs), Autonomous Bodies, and education and health institutions, either directly or through specified recruitment agencies,” he said.
