Hails Divyangjan’s contribution to nation-building on International Day of Disabilities
New Delhi, Dec 03 : Prime Minister Narendra Modi on Tuesday reiterated his government’s dedication to upholding the honour and self-respect of persons with disabilities across India on the occasion of International Day of Persons with Disabilities.
Prime Minister Narendra Modi highlighted the remarkable achievements of Divyangjan (persons with disabilities) and reaffirmed the government’s commitment to their empowerment. This year’s observance is especially significant as it coincides with the 75th anniversary of India’s Constitution, which serves as the guiding light for the country’s ongoing efforts toward equality and inclusion.
“Today, on the 3rd of December, we salute the courage, determination, and achievements of persons with disabilities,” said the Prime Minister, emphasizing that for India, this day holds sacred importance. “Respect for Divyangjan is deeply embedded in our cultural ethos. Our scriptures and ancient texts teach us to respect everyone and their innate potential,” he added, quoting a verse from the Ramayana which says, “For those with determination and zeal, nothing in the world is impossible.”
Modi also noted that the occasion of this year’s observance holds particular relevance, as the nation celebrates 75 years of the Constitution, a document that inspires the pursuit of equality and justice for all, especially the most marginalized.
Reflecting on the past decade, the Prime Minister emphasized the significant strides made in advancing the welfare of Divyangjan, crediting numerous policies and decisions that have shaped a stronger foundation for their progress. “In this period, numerous policies have been formulated, and several significant decisions have been taken for their welfare,” he remarked, underscoring the government’s focus on inclusion, sensitivity, and all-round development.
A key moment in this journey was in 2014, when the term “Viklang” (disabled) was replaced with “Divyang,” symbolizing the recognition of their dignity and contributions. “This decision sent a clear message that the government envisions an inclusive environment where physical challenges do not become barriers,” the Prime Minister said, adding that this shift in terminology reflected the broader vision of empowering Divyangjan to contribute meaningfully to nation-building.
On the anniversary of the launch of the Sugamya Bharat Abhiyan nine years ago, the Prime Minister highlighted the success of the initiative, which has helped to make India a more inclusive place for persons with disabilities. “Powered by the resolve of 140 crore Indians, this initiative has paved the way for a more inclusive India,” he said, recalling the impact this campaign has had in transforming society’s approach toward accessibility.
The Prime Minister also addressed the changes made in reservation policies, which have expanded opportunities for Divyangjan in education and employment. “Over the past 10 years, the expenditure on the welfare of Divyangjan has tripled,” he noted, illustrating the government’s dedication to improving their lives and creating new opportunities.
Modi praised the accomplishments of Divyangjan, especially in the realm of sports. “The honour our athletes have brought to the nation in the Paralympics reflects this incredible energy,” he said, adding that such achievements have inspired the government to connect Divyangjan with skill development programs. These initiatives have empowered them with the spirit of self-reliance, enabling them to seek employment and build dignified lives.
The Prime Minister also drew attention to the landmark Persons with Disabilities Act, which expanded the definition of disability from 7 to 21 categories, and included acid attack survivors for the first time. “This law is serving as a powerful tool for empowering Divyangjan to lead more self-reliant and empowered lives,” he stated.
Reflecting on India’s rich philosophical heritage, Modi expressed his unwavering belief in the unique talents of every individual. “I have always believed in the remarkable abilities of my Divyang friends, and I say with immense pride that over the past decade, my faith in them has only deepened,” he said, recounting how the achievements of Divyangjan are reshaping society’s aspirations and inspiring the nation.
The Prime Minister concluded his speech with a vision for the future, stating that by the time India celebrates 100 years of independence in 2047, Divyangjan will be a source of global inspiration. “Together, let us create a society where no dream is too big and no goal is out of reach,” he urged, emphasizing the crucial role Divyangjan will play in building a truly inclusive and developed India.
Modi extended his heartfelt best wishes to all Divyangjan on this special day, reaffirming his commitment to making their lives easier, more convenient, and dignified.
