Srinagar, Dec 20: The Jammu and Kashmir government has finally granted the administrative approval for the construction of a Primary Health Centre (PHC) at Kullan, Ganderbal, under the UT Capex Budget.
The Phase-I project, aimed at the balance and repair work of the facility, has been allocated Rs 4.82 crore (Four Crore Eighty-Two Lakh Forty Thousand). The approval, issued under Rule 144 of the General Financial Rules (GFR) 2017, is subject to the fulfilment of specific conditions ensuring compliance with technical specifications and codal formalities. The project is required to be completed by March 2028, contingent upon the availability of funds.
As part of the approval process, the government has stressed on the need for proper documentation, including photographic evidence at each stage of construction. Utilization certificates must be submitted in the prescribed format to ensure transparency. This significant infrastructure development is expected to enhance healthcare services in the region while promoting transparency and adherence to guidelines outlined in the GFR-17 and CVC directives. The project is set to contribute positively to the local community’s healthcare infrastructure.
Meanwhile, MLA Kangan Meher Ali expressed his gratitude over the administrative approval to PHC Kullan. In a statement issued here, he said: “One of my dream projects, the work of which was abandoned for last many years, has got administrative approval today. The construction of PHC Kullan that was languishing for want of funds has finally got the Approval and the construction will resume very soon,” he said. “I had taken up this matter during review meeting held under the chairmanship of Chief Minister Omar Abdullah November 9, 2024. CM was kind enough to pass the on-spot directions to the concerned officers which ultimately bore the fruit.”
Ali said that he expresses gratitude to CM Omar, and Health and Medical Education Minister Sakina Itoo, Secretary and Director Health Services Kashmir, for their timely support and action.
