Srinagar, Oct 23: The State Council of Educational Research and Training (SCERT) Jammu & Kashmir, in collaboration with the National Assessment Center PARAKH, Ministry of Education, Government of India, successfully conducted a one-day orientation programme on Rashtriya Sarvekshan 2024 (formerly National Achievement Survey). The event took place at the SCERT JK Divisional Office, Kashmir, and was aimed at ensuring smooth and effective implementation of the survey, which is scheduled for December 4, 2024.
The orientation programme was inaugurated by Professor (Dr.) Parikshat Singh Manhas, Director SCERT JK, who, in his inaugural address, emphasized the pivotal role of Rashtriya Sarvekshan in evaluating the performance and effectiveness of school education at the system level.
He highlighted the significance of leveraging available resources optimally to ensure the success of this large-scale national assessment, which serves as a critical tool for identifying gaps in education and guiding targeted improvements.
A keynote address was delivered by Professor Indani Bhaduri, CEO, PARAKH, Ministry of Education, Government of India, who provided a comprehensive overview of the strategic objectives of Rashtriya Sarvekshan 2024. She underscored the critical nature of the survey in assessing student competencies at key educational stages—Foundational, Preparatory, and Middle—focusing on students in Grades III, VI, and IX. Professor Bhaduri also highlighted how the survey findings would provide actionable insights to improve the quality of education nationwide.
Shri Roshan Lal, Joint Director SCERT Divisional Office Kashmir, extended a formal welcome to the attendees, which included DIET Principals from across Jammu & Kashmir.
He reiterated the importance of coordinated efforts between SCERT and DIETs to ensure seamless execution of the survey across the Union Territory.
The programme included detailed technical sessions led by Mr. Ranjeet Singh Manhas, Head, Assessment Cell SCERT JK, and Mr. Ghulam Hassan Reshi, Programme Coordinator, who discussed the modalities and operational framework of the upcoming survey.
They outlined the roles and responsibilities of the Field Investigators (FIs) and the processes to be undertaken by the District Institutes of Education and Training (DIETs) to ensure meticulous data collection.
Additional presentations were delivered by Dr. Preetam from PARAKH and Dr. Nazneen, who shared critical insights into the survey’s methodology, sampling techniques, and reporting mechanisms. They emphasized the need for robust training and preparedness at the district level to ensure the survey’s objectives are met effectively. Dr Nazneen Senior Academic Officer SCERT Kashmir Division moderated the programme.
The event concluded with a vote of thanks by Mr. Basharat Saleem, Senior Academic Officer, SCERT JK, who expressed gratitude to all participants and stakeholders for their active involvement. He acknowledged the support of the SCERT leadership and the collaborative efforts of the PARAKH team in ensuring a comprehensive orientation for district-level master trainers.
The list of master trainers, collected from various districts, was submitted to the Director SCERT JK for review. A follow-up meeting with DIET Principals is scheduled for the coming week to discuss the finalization of Field Investigators and other operational activities at the district level.
The Rashtriya Sarvekshan 2024 aims to provide a system-wide evaluation of students’ learning outcomes, offering valuable data to inform policy decisions and educational reforms at the state and national levels.
