Baramulla, Aug 19: A comprehensive training session for District and Assembly Constituency-level Nodal officers was successfully conducted at Dak Bungalow Baramulla, under the leadership of the District Election Officer, Minga Sherpa in preparation for the upcoming Assembly elections.
The session aimed to ensure that all officers are well-prepared to handle the various responsibilities associated with the election process.
During the session, the DEO provided in-depth guidance on the conduct of mock polls, highlighting their crucial role in verifying the functionality of Electronic Voting Machines (EVMs) and fostering confidence among polling staff and voters. Officers were briefed on the systematic procedures required to conduct these mock polls efficiently and without discrepancies.
The training also focused on expenditure monitoring, with the DEO outlining the importance of adhering to the expenditure limits established by the Election Commission of India. Guidelines were provided to ensure that election-related expenses are meticulously tracked and managed to maintain the fairness and integrity of the electoral process.
A significant portion of the session was dedicated to the enforcement of the Model Code of Conduct (MCC). The DEO underscored the importance of strict compliance with MCC guidelines, which are essential for ensuring that all political parties and candidates adhere to the rules, thereby preventing electoral malpractices.
The role of the Media Certification and Monitoring Committee (MCMC) was also covered extensively. The DEO explained the committee’s responsibilities in monitoring paid news, election advertisements, and media-related activities to ensure fair and unbiased coverage during the election period.
Efficient material management was another key focus area. The session provided detailed instructions on the proper handling and distribution of essential election materials, such as EVMs, VVPATs, and ballot papers, to prevent any logistical issues that could potentially disrupt the election process.
In addition, the DEO highlighted the Systematic Voters’ Education and Electoral Participation (SVEEP) initiatives, aimed at increasing voter awareness and turnout. Officers were briefed on the strategies to be implemented for effective voter education, ensuring informed participation in the electoral process.
EVM management was also discussed, with the DEO emphasizing the importance of maintaining the security and integrity of these machines. Proper handling, storage, and security protocols were outlined to prevent any tampering or misuse.
The session included a comprehensive communication plan, with strategies for effective communication among election officers, polling staff, and voters. This is critical for ensuring seamless coordination across all aspects of the election process.
Lastly, the Voter Helpline was addressed as a key resource for assisting voters with queries, grievances, and information related to the electoral process. The DEO stressed the importance of providing timely support to voters through this helpline to enhance their election experience.
The DEO concluded the session by emphasizing the need for strict adherence to protocols, effective coordination among departments, and meticulous planning. This will ensure that the Assembly elections are conducted smoothly and successfully, upholding the highest standards of integrity and transparency.
Facilitation centre established at Zadibal
Srinagar, Aug 19: In order to ensure smooth and hassle free conduct of General Elections to Legislative Assembly in the UT of J&K, 2024, a Facilitation Centre has been established for 24- Zadibal Assembly Constituency.
The Facilitation Centre shall operate from the office of Migrant Cell O/o Deputy Commissioner, Srinagar.
In this connection, a team of Officers/ officials under the supervision of Umar Gulzar, ARO/ AERO 24- Zadibal Assembly Constituency has been constituted to facilitate the candidates/ agents during filing of nominations and other election related work.
These Officers/ officials include Mohsin Lateef Khan, Naib Tehsildar (9149809047), Suhail Ahmad, Jr Asstt (7006299813), M Aquib, Jr Asstt (7006089008) and Mudasir Rashid, MTS (7006655484).
DEO B’la holds meeting with political parties for smooth polls
Baramulla, Aug 19: The District Election Officer (DEO) Baramulla, Minga Sherpa today chaired a meeting with representatives of political parties to discuss preparations for smooth conduct of Assembly Election, 2024.
During the meeting, the DEO informed all the representatives that the Model Code of Conduct (MCC) has been in effect since the date of issuance of election notification and stressed the importance of strict adherence to the MCC to ensure fair and transparent elections.
The DEO emphasized to all the representatives in the meeting the necessity of obtaining permissions for rallies, processions, and public meetings at least 48 hours in advance.
The political parties were also informed about the election time schedule and were urged to verify the updated electoral roll, which includes 908 polling stations across the district.
Meanwhile, the DEO provided detailed information on expenditure monitoring, setting a spending limit of Rs 40 lakhs for election-related activities in every Assembly Constituency, and thoroughly guided them on obtaining necessary forms, permissions, and schedules that need to be followed.
Emphasizing the importance of cooperation and security, the DEO encouraged political parties to collaborate closely with authorities to ensure a smooth and peaceful electoral process.
Additionally, the DEO discussed the role of the Postal Voting Center (PVC) and shared information on the procedures for First Level Checking (FLC) of Electronic Voting Machines (EVMs). This included details on the randomization, commissioning, and distribution of the machines.
The DEO also apprised the political parties about the home voting process, ensuring that all eligible voters, including those with special needs, have the opportunity to participate in the election.

Conduct mock drills in vulnerable polling stations: DEO Rajouri to officials
Rajouri, Aug 19: District Election Officer (DEO) Rajouri, Abhishek Sharma, today chaired a comprehensive review meeting with District Nodal Officers at Dak Bungalow Rajouri to assess and advance the preparations for the upcoming elections in the district.
The meeting focused on a wide range of critical issues, including the number of polling stations, the recent visits of RO’s to polling stations, vulnerability mapping, and the status of counting and strong rooms. DEO, Sharma also reviewed the Elector Population (EP) ratio, the plan for home voting, transport logistics, and the communication plan to ensure smooth election conduct.
DEO Sharma issued specific instructions for conducting mock drills in vulnerable polling stations, particularly those near the Line of Control (LOC). Emphasizing the importance of security and transparency, he directed the installation of two cameras; one inside and one outside each polling station. Additionally, he called for the training of videographers who will be assigned to home voting operations.
The DEO also instructed Returning Officers to hold meetings with sector officers and representatives of political parties. He emphasized the need to designate intermediate strong rooms at select locations to address any potential security issues during the elections.
A significant directive was given to identify polling stations with a history of ceasefire violations or clashes to ensure enhanced security and vigilance in those areas.
He urged all officers to thoroughly familiarize themselves with the guidelines of the Election Commission of India (ECI) to avoid any lapses. Special emphasis was placed on the strict enforcement of the Model Code of Conduct (MCC), Media Certification and Monitoring Committee (MCMC) protocols, and expenditure management.
