Srinagar, June 06: The Agriculture Production Department has constituted a Cluster Based Project Grounding and Monitoring Committee for the implementation of “Food Processing program and development of clusters for Specific Products of J&K under Holistic Agriculture Development Program (HADP).
As per an order issued by the Agriculture Department, the department has named products/commodities like walnut for Kupwara and Kishtwar, vegetable for Budgam, Samba, Udhampur and Doda, milk for Pulwama and Jammu, Cherry for Baramulla and Ganderbal, Basmati for R. S Pura, Kathua and Samba, Trout for Anantnag and Ganderbal, meat and poultry Kathua and Srinagar and constituted separate committees for the same.
The committee has been tasked to do collection of data for Cluster Gap Analysis (CGAR) and finalization of Cluster Gap Assessment Report (CGAR).
It is aimed for identifications of interventions vis-à-vis gaps and mapped infrastructure in cluster (s) to meet the objective of the project.
“The concerned officers have been instructed Define Terms of Reference (TOR) including Output, Outcome and Key Performance Indicators (KPIs) for each Cluster Gap Assessment Report,” the order said.
The committee (s) shall float the Expression of Interest (EOI) for shortlisting the potential Implementing Agencies (IAs) on specific terms and conditions and shall be responsible for Vetting of Eols/RFPs.
“The committee(s) shall conduct the technical evaluation of proposals received in response to Fols/RFP’s and subunit recommendations regarding Selection of Implementing Agencies (IA) to the Administrative Department APD, J&K for Final Approval & Award of Contract,” the order said.
It said that the chairman of the committee (s) is free to co-opt any member as per the need of the project and committee(s) at the implementation stage shall constitute sub-committee(s) at district level for the monitoring of each project vis-à-vis fund flow/achievement of milestones fixed as per contract(s)/allotment(s)/agreement(s)/molls etc.
The order said Sandeep Sharma, PMU, HADP based on the TaR finalized by the committee (s) shall draft expression of interests (Eols) and RFPs, agreements etc. for the clusters)
It further said the committee(s) shall seek legal assistance/advice from the APD Department’s Legal Section for the vetting of the Eol (s), RFPs, agreement (s) & MoUs etc.
