JAMMU, SEPT 18: The State Election Commission of the Union Territory of Jammu and Kashmir has officially released the schedule for the preparation of the 2nd supplement to the Panchayat Electoral Roll, 2023. The qualifying date for this update is set as January 1, 2023.
In a public notice issued today, it was mentioned that residents of the area can submit claims and objections concerning additions, deletions, corrections, and transpositions of entries in the existing Panchayat Electoral Roll to the respective Electoral Registration Officers (EROS) from September 20, 2023, to September 29, 2023.
On September 20, 2023, the Panchayat Electoral Roll, 2023, will be displayed at prominent locations in Halqa Panchayat along with a public notice. Special camps are scheduled to be held at Polling Booth Locations on September 23, 2023 (Saturday) and September 24, 2023 (Sunday). Panchayat Election Booth Officials (PEBO), including Village Level Workers (VLW), Multipurpose Workers (MPW), and Gram Rozgar Sewaks (GRS), along with Assembly Booth Level Officers (BLOS), will be present at these locations with the necessary forms and the Panchayat Roll, 2023, to assist the electors.
The process of disposing of claims and objections by ERO will take place from September 30, 2023 (Saturday) to October 6, 2023 (Friday). The publication of the voter list with the supplement is scheduled for October 10, 2023 (Tuesday).
The notice emphasized that, as per sub-rule 4 of Rule 4 of the Jammu and Kashmir Panchayati Raj Rules, 1996 (SRO 690 dated 25.10.2019), the Electoral Roll of Panchayat Halqa constituencies will be prepared in accordance with the provisions of the J&K Panchayati Raj Act, 1989, and the procedure prescribed by the Election Authority.
The Panchayat Electoral Rolls have been updated and revised with a reference to January 1, 2023, as the qualifying date, and the final Panchayat Electoral Rolls were published on February 10, 2023. The present term of the Panchayats is set to conclude on January 9, 2024, and in accordance with section 42 of the Jammu & Kashmir Panchayati Raj Act, 1989, the Elections to Halqa Panchayat will be held one month prior to the expiry of the term.
The State Election Commission has decided to provide one more opportunity to voters who were previously missed to get their names added, deleted, corrected, or transposed, with reference to January 1, 2023, as the qualifying date, before the upcoming elections to constitute new Halqa Panchayats. The qualifying date for the current update of the Panchayat Roll remains the same as January 1, 2023.
