JAMMU, DEC 14: Chief Secretary Atal Dulloo today reviewed the harnessing of hydropower potential in the Union Territory (UT) through various agencies, addressing aspects of the Rehabilitation and Resettlement plan for Project Affected Families (PAFs).
Dulloo delved into the hydropower potential of the Chenab and Jhelum river basins, reviewing the progress of Hydroelectric projects (HEPs) underway on both rivers in the UT. He sought details on civil and electromechanical works completed, urging a hastening of project execution to ensure timely completion. Dulloo also inquired about any execution bottlenecks, emphasizing the need for prompt resolution.
Highlighting the importance of capacity building for locals, Dulloo encouraged enhancing their skills for better employability. He stressed the provision of basic facilities and skill sets to improve living standards and employment opportunities.
Dulloo directed authorities to create robust plans for utilizing Corporate Social Responsibility (CSR) funds, aiming to elevate living standards and infrastructure quality in project areas.
The meeting disclosed that the completion of ongoing projects would add approximately 3043 MW by November 2026. Mega projects like Pakal Dul HEP (1000 MW), Kiru HEP (624 MW), Kwar HEP (540 MW), and Kirthai-II HEP (930 MW) on the Chenab basin were reviewed, along with smaller projects like Parnai HEP (38 MW), Karnah HEP (12 MW), New Ganderbal HEP (93 MW), and Lower Kalnai HEP (48 MW), slated for completion within two years.
Out of the 18000 MW hydropower potential, 15000 MW was identified on J&K river basins, with additional projects in the pipeline under DPR and feasibility study stages.
In a subsequent meeting, Chief Secretary Dulloo addressed the Rehabilitation and Resettlement Plan for the 850 MW Ratle HEP, emphasizing suitable compensation for PAFs and those losing properties. Secretary DMRR&R, Nazim Zia Khan, outlined a comprehensive plan, encompassing compensation, transportation, scholarships, artist assistance, subsistence allowance, pension, youth training, and infrastructure upgrades for the affected population. Dulloo urged officers to ensure the smooth rehabilitation of affected families to mitigate hardships.
Among others present included Additional Chief Secretary (ACS) of Jal Shakti Department, Principal Secretaries of Forests, PWD, and PDD, Divisional Commissioner of Jammu, Secretaries of Revenue and DMRR&R, Deputy Commissioner of Kishtwar, and representatives from NHPC, JKPDC, and CVVPL.
