SKIMS hostel prohibits liquor, smoking, illicit substances

Srinagar, March 02: The Sher-e-Kashmir Institute of Medical Sciences (SKIMS), Soura, has issued a circular prohibiting the possession, use, or distribution of alcohol, drugs, and tobacco products, including smoking.
The SKIMS Hostel Administration has outlined guidelines on conduct, discipline, maintenance, and safety for all residents, guests, and visitors.
“Ragging, in any form, is strictly prohibited and punishable under the law, smoking and the use of tobacco products are banned, and the possession, use, or distribution of alcohol, recreational substances, or illicit drugs is forbidden,” the circular said.
According to the directives of the Chief Warden of the Hostel Administration, vio-lence, harassment, and actions causing physical or mental harm are strictly prohibit-ed.
“Unauthorized entry, subletting of hostel rooms, or misuse of facilities is also not allowed. The measures aim to maintain a secure, disciplined environment condu-cive to academics and community well-being.”
The circular mandates maintaining a peaceful atmosphere, responsible device use, prior approval for gatherings, adherence to hostel rules, and prompt reporting of grievances. Vandalism, unlawful acts, and substance abuse are strictly prohibited.
Residents, guests, and visitors must report misconduct, security threats, or emer-gencies to the Hostel Section or security personnel.
“Uphold the institution’s dignity by refraining from behavior that may harm public opinion. Exercise vigilance and ensure personal and communal safety,” it said.
On maintenance and cleanliness, residents must handle furniture and equipment with care, report damages, and dispose of waste in designated areas. Unauthorized electrical repairs are prohibited, and conservation of water and electricity is advised.
Regarding safety, all residents must carry their institutional identity cards. Visitors must be accompanied by a hosteller and provide valid identification. Deliveries should be collected at the entrance during office hours.
As a precaution, keeping large sums of cash or valuables in rooms is discouraged, and residents must secure their belongings and report suspicious activities.
Residents must comply with hostel rules, including curfew timings, cleanliness standards, and facility usage, while they and their guardians are encouraged to pro-vide constructive suggestions for management improvements.
Non-compliance with these guidelines may lead to penalties such as warnings, fines, eviction from the hostel, or escalation to institutional authorities or law en-forcement if required.
“Residents are encouraged to approach hostel authorities for dispute resolution ra-ther than escalating conflicts. Non-compliance with the circular will attract discipli-nary action as deemed necessary by the competent authority. For queries or con-cerns, residents are advised to contact the Hostel Administration,” the circular said.
