In a landmark administrative move, Executive Engineer Jal Shakti Department (JSD), Baramulla Division, Aijaz Ahmad has issued three comprehensive transfer ordersNo. 01, 02, and 03 of 2025—reshuffling more than 700 field staff across the division.
The large-scale transfer aims to restore transparency, streamline operations, and address persistent public grievances related to water supply, absenteeism, and field-level inefficiencies.
This is not a routine reshuffle but a bold reform measure taken after years of monitoring irregularities, stagnant postings, and disproportionate manpower deployment. According to officials, the step is a direct response to long-standing complaints of misuse of positions, favoritism, non-performance, and unauthorized absence from duties.
“All transferred employees must report to their new places of posting without delay. Failure to do so will invite strict disciplinary action under Civil Services Rules (CSR), including possible suspension,” Executive Engineer Aijaz Ahmad told Rising Kashmir.
“We have made it clear that public service is a duty, not a privilege. The system must work for the people not the other way around,” he added.
The department has appealed to citizens for patience during the transitional phase, acknowledging that temporary disruptions in service delivery may occur as newly posted staff take charge. However, efforts are being made to ensure minimal inconvenience to the public and a smooth continuation of essential services.
This decisive action is being viewed as a long-overdue corrective measure to dismantle entrenched inefficiencies and the so-called “post-holding mafia” within the department. It is also expected to boost staff morale and promote fairness in postings.
Executive Engineer Aijaz Ahmad further urged other departments to take similar steps to ensure public institutions function efficiently and in the best interest of the people.
