Anantnag, Nov 30: The District Administration in Anantnag on Thursday ordered a ban on the sale of fuel to two-wheelers without helmets, citing the rising number of road accidents.
District Magistrate Syeed Fakhrudin Hamid issued an order, citing a significant increase in road traffic accidents involving two-wheeler riders not wearing helmets, leading to loss of life and injury.
The order highlights that fatalities and severe injuries during such accidents occur primarily due to the non-wearing of helmets by the riders. The district administration said it has taken urgent measures to address this issue, in addition to enforcing traffic rules by the Police and Transport Department.
According to the order, the Motor Vehicle Act, 1988, deems it illegal to operate a two-wheeler without a helmet as a serious traffic infraction. Petrol pump owners/operators have been repeatedly notified not to sell petrol to bikers and two-wheeler riders arriving at the pumps without wearing a helmet.
As per the directive, no petrol pump station/filling station in District Anantnag shall sell fuel to any two-wheeler rider without a helmet. The order further mandates that all petrol station owners must install CCTV cameras in their fuel outlets, capturing clear footage of the buyers.
Any Executive Magistrate of 1st class is authorised to inspect riders’ footage at the petrol stations and recommend defaulters to the District Magistrate. Petrol stations selling fuel to traffic rule violators will be personally held responsible and dealt with as per the law. Tehsildars in their respective jurisdictions will ensure the service of this order upon all petrol stations, with intimation to the District Magistrate.
Any violation of this order will be addressed in accordance with section 188 of the IPC. This order will come into force with immediate effect – November 30, 2023.
