Srinagar, May 29: The Jammu and Kashmir Government has directed all District Development Commissioners (DDCs) to ensure the complete rollout of the upgraded e-Office 2.0 system across Block and Tehsil levels by June 15, 2025.
A senior administrative official told Rising Kashmir that this initiative is part of a broader digital governance drive aimed at eliminating manual file movement and enhancing administrative efficiency at the grassroots level.
“This initiative is crucial for ensuring transparency and accelerating public service delivery. All district officials must strictly comply with the deadline,” he said.
Under the new guidelines, each DDC must collect and compile data on existing IT infrastructure, staffing levels, email account status, employee master records, file head mappings, and VPN access needs. This information is to be submitted electronically to the designated email address for further processing by the relevant teams.
“District teams must submit the required information promptly, as it is essential for configuring the e-Office system accurately at every administrative tier,” the official added.
Additionally, each district is required to nominate 20 officials who will be trained as Master Trainers for e-Office 2.0. These trainers will provide guidance and serve as help desk support within their districts.
“These Master Trainers will play a key role in ensuring that all government staff are equipped to use the new system effectively,” the official said.
To ensure proper implementation, DDCs are also directed to personally monitor the progress and provide certification that no office or user has been left out. This certificate is to be signed by the District Level Team and countersigned by the Deputy Commissioner.
“The deadline of June 15 must be met in all districts. Manual file processing should be completely discontinued after the switch to e-Office 2.0,” the official added.
The administrative departments, Heads of Departments, and Deputy Commissioners have been asked to ensure that basic IT infrastructure and internet connectivity are available at all Block and Tehsil level offices, along with the required budgetary provisions.
“This reform is a major step towards efficient digital governance in J&K. All departments must work in coordination to achieve this target,” the official added.
It is pertinent to note that the Information Technology Department had earlier issued a communique laying the foundation for this rollout by establishing teams at the state, divisional, and district levels.
