H&ME constitutes committee for equipment audit, preventive maintenance

Srinagar, Feb 22: The Health and Medical Education Department on Thursday constituted Hospital Equipment Management Committee (HEMC) for equipment audit and preventive maintenance at District Hospitals and Community Health Centres.
“Sanction is accorded to constitution of Hospital Equipment Management Committee for equipment audit and preventive maintenance at Community Health Centers(s) (CHCs) and District Hospitals(s) in Union Territory of Jammu and Kashmir,” H&ME said in an order.
The committee has been tasked to receive proposals from the respective departments and evaluate same for procurement/induction of new equipment and the justification provided after need analysis and cost-benefit analysis.
It will be responsible for the receipt, installation and commissioning of new equipment at the hospital and training of the user staff in operation and maintenance of the equipment
The HEMC would work for preparation of equipment master maintenance plan consisting of the scheduled preventive maintenance and calibration of the equipment.
It will undertake review of equipment inventory available and their utilization once in a year besides list out functional, dysfunctional and repairable equipment.
The order said the committee will carry out equipment audit and review asset base with addition of new equipment and its valuation, deletion of condemned equipment from the asset base.
The committee has been asked to monitor the activities of the maintenance service provider complaint management, equipment downtime and ensure preventive maintenance and calibrations are carried out as per recommendations.
It will also monitor weeding out of the old/obsolete equipment declared beyond economic repairs and recommend proposal for condemnation to the Mission Director, NHM.
“Record achievements of key deliverables approved for BMMP at the facility and forward a copy to the MD NHM office for collation and inclusion in the annual PIPs,” the order said.
The committee shall also undertake an analysis of the records about equipment breakdown and preventive maintenance logs.
“It shall assess the usage and performance of the equipment. The committee shall also suggest measures to optimally utilize the equipment for quality health services,” it added.
