Ganderbal, Nov 21: In a significant move towards sustainable waste management, District Ganderbal has announced the user charges and fine structure for the implementation of the Solid Waste Management project under the Swachh Bharat Mission (Gramin). The initiative aims to enhance waste disposal practices and promote a cleaner, greener environment.
According to an order whereas, as a vital component of the Swachh Bharat Mission (Grameen), effective management of solid waste is essential to prevent health and environmental hazards. Committees were established in 2022 at the Panchayat level for the implementation of the Solid Waste Management (SWM) project in rural areas of the district. Bye-laws were enacted at the Panchayat level through Gram Sabha Resolutions, involving PRIs and other stakeholders.
User charges were determined for households and establishments according to the Panchayat-level Bye-laws. From November 2022 to July 2023, funds of Rs. 5000 per Panchayat per month were consolidated at the Block level. Agencies were hired through an e-tendering process in each Block for the transportation of waste from primary collection sites to segregation sites for final disposal.
In July 2023, an Expression of Interest (EOI) was floated at the District level for the efficient execution of the SWM Project, successfully launched on August 15, 2023. The success of SWM implementation in the district now hinges on the effective collection of user charges.
Considering various complications, it has been noted that the diverse user charge structures at the Panchayat level have hindered the collection process. To establish a uniform user charge and fine structure district-wide, the District Level Committee of SBM(G) has unanimously approved a comprehensive structure, provided as annexure-A to this order, for the successful implementation of the SWM project.
Residents and businesses within the district will now be subject to user charges based on the type and quantity of waste generated. The fee structure is designed to encourage responsible waste disposal practices while ensuring the financial sustainability of the waste management program.
Additionally, a comprehensive fine system has been introduced to deter improper disposal and enforce adherence to waste management guidelines. Penalties will be imposed for violations such as illegal dumping, littering, and non-compliance with waste segregation requirements.
District authorities emphasize the importance of community cooperation in making this project a success. The user charges collected will be reinvested into the Solid Waste Management project, supporting infrastructure development and awareness programs.
