Director and Head of the Bureau of Indian Standards (BIS) in Jammu and Kashmir Tilak Raj, spoke to Rising Kashmir Correspondent, Aatif Qayoom about BIS’s work to maintain product quality and enforce hallmarking rules. He explained how BIS are making the certification process easier, helping industries, and stopping fraud in the jewellery business. He also shared his expertise on standardization and assured that BIS is working to protect consumers and improve product quality across Jammu and Kashmir.

What is the Bureau of Indian Standards (BIS), and when was it established in Jammu and Kashmir?

The Bureau of Indian Standards (BIS) is the national standard body of India, responsible for maintaining quality standards and issuing certifications. It was originally established as the Indian Standards Institute in 1947 and was renamed BIS in 1986. In 2016, under the BIS Act, it was officially recognized as the National Standard Body. BIS expanded its presence in Jammu and Kashmir by opening an office in 2016 at Bari Brahmana, Jammu. This office oversees standardization, certification, and licensing processes in Kashmir, Ladakh, and six districts of Punjab, ensuring product quality and compliance in these states.

What challenges did BIS face while implementing standards in Kashmir?

When BIS began operations in Kashmir, it faced resistance from industries and local businesses, who feared increased regulations and paperwork. Many were reluctant to obtain licenses, fearing added complexities in their work. To overcome these challenges, BIS officials continuously engaged with industry representatives, explaining the benefits of standardization. Over time, BIS streamlined the licensing process, making it simpler and more accessible. As a result, in the last two years, there has been a 10-12% increase in industries opting for BIS certification in Srinagar, demonstrating the growing trust and acceptance of BIS in the valley.

 

How does BIS ensure product quality and standardization in Kashmir?

BIS ensures product quality and standardization in Kashmir by monitoring certification procedures, issuing licenses, and identifying non-compliant practices. When a product is submitted for certification, an officer from BIS inspects the manufacturing process, and the product undergoes laboratory testing. This rigorous process guarantees that businesses meet the required quality standards. By enforcing these measures, BIS helps industries maintain quality while also ensuring that consumers receive products that adhere to national safety and reliability standards. The organization plays a crucial role in developing a quality-driven industrial sector in the valley.

How is BIS supporting the jewellery industry in Kashmir? 

BIS provides support to the jewellery industry in Kashmir by reducing the financial burden on small and medium-scale jewelers. Currently, 80% of the marking fee is covered under a rebate scheme, which will remain valid until 2026. Additionally, BIS has waived license fees and documentation requirements for jewellers, making the certification process hassle-free. To further assist, BIS has introduced specialized software that simplifies regulatory compliance, ensuring that jewellers can meet quality standards efficiently. These measures have encouraged more jewelers to adopt BIS certification, ultimately benefiting both businesses and consumers.

Has BIS identified any fraud or scandals in the jewellery sector in Kashmir?

Yes, BIS has identified some cases of fraud in the jewellery sector in Kashmir, similar to those occurring across India. While most jewellers follow regulations, some fraudulent activities have been reported, such as duplicating the Hallmark Unique Identification (HUID) number or using old hallmark stamps to mislead customers. To combat this, BIS has introduced a mobile application called the “SCARE” app. This app allows consumers to verify HUID numbers on jewellery items above 2 grams, ensuring authenticity. If customers suspect fraud, they can file a complaint directly through the app, and BIS officers will address the issue promptly.

What measures has BIS taken to ensure authenticity in jewellery purchases?

BIS has implemented several measures to protect consumers from fraudulent jewelry sales. One key initiative is the introduction of the HUID system, where each gold item above 2 grams has a unique identification number. Customers can verify this number using the BIS SCARE app. If discrepancies arise, they can immediately file a complaint through the app without visiting any office. BIS officers then investigate and take necessary action. These efforts ensure transparency in the jewelry market and help customers make informed purchases, reducing the risk of fraud.

What is BIS’s role in hallmarking 24-carat silver jewellery?

BIS is responsible for hallmarking both gold and silver jewelry. Under Section 15 of the BIS Act 2016, it has full authority over gold hallmarking. While 24-carat silver is hallmarked, gold hallmarking is more common, especially for 18-carat gold items in Kashmir. BIS ensures that gold items are marked correctly, so customers know exactly what they are purchasing. Consumers are encouraged to check the hallmark and HUID number before buying jewelry.

How can Kashmiri consumers verify the purity of gold jewellery?

Consumers in Kashmir can verify gold purity by checking the Hallmark Unique Identification (HUID) number, which is mandatory for gold items above 2 grams. This number can be matched using the BIS SCARE app. Additionally, buyers should check the carat value of their purchase. For example, if a gold item is marked as 750, it means it is 18-carat gold (750/1000 purity). If consumers have any doubts, they can report the issue through the app, and BIS will address their complaint.

What message does BIS have for Kashmiri consumers, especially women?

BIS urges Kashmiri consumers, particularly women, to always check the Hallmark Unique Identification (HUID) number before buying gold. If there is any discrepancy, they should use the BIS SCARE app to file a complaint. BIS ensures that consumers do not have to visit any offices, as officers will come to them for resolution. BIS reassures people that it is not just another central government organization but a body dedicated to protecting consumer rights and ensuring the quality and authenticity of jewelry in Kashmir.
