Srinagar, Dec 05: In an effort to enhance safety and security of the citizens, the Jammu and Kashmir government is mulling to adopt best practices regarding non-lethal strategies that are envisioned across the globe to create an environment of citizen safety and security.
The Vision Document 2047, a blueprint for the security safety scenario in J&K released recently suggests that introduction of non-lethal strategies as it has resulted in almost negligible loss of lives of civilians.
It places a strong emphasis on non-lethal strategies, including the incorporation of non-lethal weapons, counter-radicalization methodologies, and effective counseling measures.
“The rationale behind these measures is the commendable track record of significantly reducing civilian casualties, offering a promising alternative to traditional security approaches.”it said.
Acknowledging the dynamic nature of security threats, the government has initiated the procurement of advanced arms and technologies to equip law enforcement agencies with the necessary tools to counter evolving terrorist strategies.
The technological facet of the initiative encompasses the development of a comprehensive criminal database, facilitating more efficient investigations.
It states that the government envisions elevating the technological standards of the Police Department to global levels by 2047. This tech-centric approach aligns with the goal of creating a people-friendly environment through the seamless integration of modern technologies, fostering enhanced interactions between law enforcement and the public
A pivotal step in this direction is the implementation of the Crime and Criminal Tracking Network & Systems (CCTNS), which is expected to be fully functional for public access by June 2023.
“This move is poised to bring transparency and accessibility to citizens, transforming the way they engage with law enforcement,” it said.
The document places a spotlight on the strengthening of the Prosecution Department and the Forensic Science Laboratory. The separation of the Prosecution Department from the Police Organization, coupled with the infusion of trained manpower, reflects a commitment to robust legal proceedings against lawbreakers.
“The Government has implemented various measures, including job provisions for families of those killed in duty, educational support for martyrs’ children, and the construction of residential colonies with amenities. These initiatives are designed to enhance living conditions and overall satisfaction levels within the law enforcement community,”it said.
It further mentions that the government’s comprehensive and forward-looking strategy aims to create a safe and secure environment, free of crime, by leveraging cutting-edge technologies, global best practices, and institutional enhancements.
