SRINAGAR, July 04: The Administrative Council (AC) convened under the chairmanship of Lieutenant Governor Manoj Sinha has granted approval for a comprehensive list of priority works for all departments in Jammu & Kashmir for the financial year 2023-24.
The meeting, attended by Rajeev Rai Bhatnagar, Advisor to the Lieutenant Governor, Dr. Arun Kumar Mehta, Chief Secretary of J&K, and Mandeep Kumar Bhandari, Principal Secretary to the Lieutenant Governor, marked a significant milestone in setting forth the priorities for the upcoming fiscal year.
These priority works have been specifically outlined as part of a unique initiative introduced by the Government of Jammu & Kashmir during the previous financial year. The initiative involved identifying priority works for each department and establishing timelines to achieve them. Extensive consultations were conducted with the concerned departments to formulate detailed deliverables, fix tangible and time-bound targets on a monthly, quarterly, half-yearly, and yearly basis.
The deliverables encompass a wide range of developmental projects, improvements in service delivery, revenue generation, welfare initiatives, and other core activities relevant to each department. In the previous financial year, a total of 1137 deliverables were assigned to various departments. The divisional and district administrations ensured the prioritized implementation of these departmental deliverables by meticulously planning, assessing, and identifying gaps to take timely action and achieve the predefined targets.
The implementation of these deliverables was closely monitored through a structured mechanism at the Secretariat level. Monthly assessments were conducted at both the Secretariat and district levels, fostering healthy competition among different government wings.
These initiatives not only establish the quality and quantity of departmental services to be delivered within defined timelines but also aim to enhance efficiency and productivity through improved inter-departmental convergence and coordination.
Given the success of this initiative in driving growth and development across the Union territory through transformative actions in various sectors, the Government has decided to continue assigning deliverables to all departments for the current financial year.
For FY 2023-24, the list of deliverables encompasses approximately 1791 tangible targets. This exercise provides clear guidance to all departments and showcases the unique approach adopted by Jammu & Kashmir. It is worth noting that J&K has emerged as a leader in many areas of governance, and this distinctive initiative serves as the foundation for these remarkable changes.
The prioritization of departmental works for the upcoming financial year is expected to pave the way for sustained progress and development in Jammu & Kashmir, ensuring timely and efficient delivery of essential services and fostering an environment of inter-departmental collaboration.
