Urban transportation systems across developing cities are facing unprecedented challenges due to rapid population growth and increased vehicle ownership. Like many other cities, Srinagar, the summer capital of Jammu and Kashmir, and a Smart City, has witnessed a sharp rise in traffic congestion over the past decade. With growing volumes of vehicles encountering narrow roads, unplanned parking spaces, increasing commercial activities, and inadequate traffic management have severely affected the smooth movement in the city.

This rapid growth of vehicular traffic has created severe challenges in the traffic management system, road safety, parking congestion, human health and environmental sustainability. Increasing numbers of vehicles, limited road infrastructure, irregular driving behaviour, and inefficient monitoring systems have contributed to traffic jams, accidents, and violations across the city. It seems that traffic might go unabated and out of control if some concrete technological intervention is not undertaken soon. If Srinagar must continue to be designated as a Smart City, it needs smart solutions to ease the lives of people.

Technology has always played a pivotal role in improving human lives. Artificial Intelligence is slowly creeping into our day-to-day activities in all walks of life. The integration of Artificial Intelligence (AI) into the Srinagar Smart City framework for intelligent traffic monitoring and management is a viable and pragmatic solution.   

AI-enabled traffic management system is unavoidable if we intend to develop logical and laminar traffic flow lines in cities, so-called ” SMART CITIES.”  Such systems utilise smart CCTV surveillance, automated warning systems, vehicle tracking devices, intelligent parking management, and predictive traffic analytics to streamline vehicle movement and reduce congestion.

AI-driven traffic monitoring can significantly reduce the burden on traffic police personnel by automating surveillance, violation detection, and traffic regulation. AI-enabled parking systems, real-time route guidance, and interconnected vehicle communication networks are already being implemented in a few cities of the world. The adoption of AI-based traffic governance can transform Srinagar into a technologically advanced smart city with safer, faster, and more efficient transportation systems.

Traffic congestion has become a daily and chronic problem in major areas such as Lal Chowk, Dalgate, Residency Road, Batamaloo, Bimina,  Karanagar, Pantha Chowk, and Hazratbal. Long traffic queues, reckless driving, illegal parking, and frequent traffic violations not only waste time and fuel but also increase the risk of accidents and environmental pollution. Traffic police personnel often work under strenuous and difficult conditions, exposed to harsh weather, pollution, and continuous public pressure.

The emergence of Artificial Intelligence (AI), Internet of Things (IoT), machine learning, and smart surveillance technologies provides an opportunity to modernise urban traffic systems. AI-enabled traffic monitoring systems can automatically detect traffic violations, monitor congestion severity, identify accident-prone areas, and provide real-time information to drivers and traffic authorities. Such technologies can help Srinagar evolve into a fully functional smart city.

Need for AI-Based Traffic Monitoring in Srinagar

The traditional traffic management system mainly depends on manual monitoring and physical deployment of traffic police. This approach is increasingly becoming ineffective due to the rising number of vehicles and growing urban complexity.

Several challenges faced by the controlling authorities, including the Traffic Police Department and related stakeholders, include traffic congestion, rising incidents of road accidents and violations, limited road expansion possibilities, lack of organised parking systems,  delayed response during emergencies and traffic jams, harsh and unhealthy working conditions for traffic police personnel, pedestrian discipline and use of zebra crossing, and lack of real-time traffic information for commuters, necessitating the implementation of AI-enabled systems.

AI technologies can address these issues through automation, predictive analysis, and smart decision-making systems, such as:

AI-Enabled CCTV Surveillance

The city’s CCTV infrastructure should be upgraded with AI-powered image processing and computer vision technologies. These intelligent surveillance systems would automatically monitor and report Over-speeding vehicles, Red-light violations, wrong-side driving, Illegal parking, lane indiscipline, non-compliance with traffic signals and road signs, and dangerous driving behaviour.

The AI-enabled cameras can instantly identify the vehicle registration number and automatically send warning notifications or penalties to violators through integrated communication systems. This becomes a natural deterrent for traffic violators, thus improving the attitude, behaviour and culture of drivers and pedestrians.

Intelligent Vehicle Monitoring Devices

Every vehicle operating within the city should mandatorily install an AI-enabled monitoring device connected to the city’s traffic network. These devices would help monitor Vehicle speed, driver behaviour, route patterns, sudden braking or dangerous manoeuvres, and traffic rule compliance.

The devices can communicate continuously with centralised AI traffic servers and nearby smart CCTV systems. Drivers violating traffic rules could receive immediate warnings through mobile notifications, dashboard alerts, or in-vehicle voice systems. This interconnected smart transportation ecosystem would improve accountability, discipline, and road safety.

Real-Time Congestion Prediction and Route Diversion

One of the major advantages of AI is predictive traffic management. By analysing traffic density data from CCTV cameras, sensors, and vehicle tracking systems, AI algorithms can forecast congestion levels in advance. Drivers would receive early information regarding Traffic jams, road blockages, accident zones, Weather-related disruptions, and VIP movement restrictions.

Based on AI recommendations, drivers could take alternative routes and detours, thereby reducing traffic pressure on congested roads. Machine learning systems can continuously learn traffic patterns and optimise traffic signals according to real-time vehicle density.

AI-Based Smart Parking Management

Parking congestion remains one of the major contributors to traffic chaos in Srinagar city. Drivers often waste considerable time searching for parking slots, increasing unnecessary traffic movement.

To address this issue, all parking facilities in the city should be connected to AI-enabled monitoring systems. Smart parking technologies can detect vacant parking slots, provide real-time parking availability updates, guide drivers toward nearby available parking spaces, reduce illegal roadside parking and optimise parking utilisation.

Electronic display boards and mobile applications can inform drivers about parking availability in city hubs and adjoining areas before they enter congested zones. This would significantly save fuel, reduce traffic build-up, and improve commuter convenience.

Benefits for Traffic Police Personnel

Traffic police personnel in Srinagar frequently operate under difficult and stressful conditions, especially during peak traffic hours and harsh winter weather. AI-enabled systems can substantially reduce their burden by automating many repetitive and high-risk tasks.

The benefits include reduced manual traffic monitoring, automated violation detection, faster incident reporting, improved traffic coordination, enhanced public safety, reduced exposure to pollution and weather extremes. Traffic personnel can focus more on emergency response, public assistance, and strategic traffic management instead of routine monitoring.

Challenges and Ethical Considerations

Despite its advantages, implementing AI-based traffic systems may face several challenges:

  • High installation and maintenance costs.
  • Data privacy and cybersecurity concerns.
  • Requirement of robust internet connectivity.
  • Public resistance to mandatory vehicle monitoring devices.
  • Need for technical expertise and continuous system maintenance.
  • The government must establish clear legal frameworks and privacy regulations to ensure that citizen data is securely managed and ethically used.

AI-enabled surveillance systems, smart parking management, predictive traffic analytics, and connected vehicle technologies can significantly reduce traffic congestion, improve road safety, and ease the burden on traffic police personnel.

The integration of AI into the Srinagar Smart City initiative would not only modernise transportation infrastructure but also improve the overall quality of life for residents and visitors. By embracing intelligent technologies and smart governance, Srinagar can emerge as a model smart city that efficiently manages urban mobility while ensuring safety, sustainability, and technological advancement.
