Srinagar, May 19: Financial Commissioner (Additional Chief Secretary) Agriculture Production Department Atal Dulloo, who is also Vice- Chairman 3&K Advisory Board for Development of Kisans, on Friday kick-started the “Aalav” proqramme here.
Speaking on the occasion, Dulloo said that the Holistic Agriculture Development Policy (HADP) has three important dimensions – economic development, social inclusion and environmental protection – and this campaign would pay special attention to these for the progress and the lasting prosperity of farmers.
He said that earlier the UT-level training and orientation programme of officers for effective implementation of 29 projects under HADP was conducted during phase-1, and presently the Kisans Sampark Abhiyaan with the help of PRIs has-been launched from April 24, 2023, with an aim to make understand the farmers the schemes, scope and benefits available under HADP.
“To ensure the success of this ambitious programme, 400 resource persons have been trained for all the districts, and 45 educational videos in multiple languages are being run in Panchayats to educate the farmers about the schemes under HADP,” he said.
Abdul Hamid Wani, Secretary J&K Advisory Board for Development of Kisans on the occasion informed that the Board endeavors that the meticulous plan of the J&K government reaches the farmer’s fields and prepare our farmers to meet new challenges, explore new possibilities and make farming accessible and profitable.
He informed that the Board is also starting a door-to-door campaign named as “Aalav” for which the Board has pressed into service an official vehicle fitted with necessary public addressing gadgets through which the audio clips of the schemes and benefits available under HADP shall be played in the farmer’s fields. “This vehicle shall reach their doorsteps along with the pamphlets, and these audio clips shall be also run in colleges, and universities among the graduates/undergraduates so that these unemployed youths can also be motivated to avail the schemes under HADP who can also start their Agri-entrepreneurship,” he said.
He also informed that the pamphlets in English/Urdu prepared by Agriculture Production Department, J&K highlighting the benefits, subsidies and scope of HADP shall be also distributed in the colleges and universities.
The Jammu and Kashmir government has launched Holistic Agriculture Development Policy (HADP) having an outlay of Rs. 5013 crores under which a comprehensive plan in the form of 29 projects covering all the sectors within the ambit of Agriculture Production department shall be implemented over the next five years, an official said.
This historical agricultural policy is seen to transform the agriculture economy of J&K into sustainable and commercially viable. Besides, the Holistic Agriculture Development Policy will herald a new phase of farmer prosperity and rural livelihood security in J&K.
For the successful implementation of HADP, the J&K Agriculture Production Department launched three significant initiatives, “Kissan Sampark Abhiyaan, Daksh Kissan” (Skilling of farmers) and “Kissan Saathy” (IT Dashboard) for digitization of services for farmers.
On April 24, Kissan Sampark Abhiyaan in all the 20 districts of Jammu and Kashmir has been started to bring the entire farming community towards the schemes and benefits under this holistic agriculture development policy, and the aim of this KISSAN SAMPARK ABHIYAAN is not only to introduce schemes among farmers but also to provide a new direction to the unemployed youths and to attract them towards the schemes under HADP so that they can live a dignified life.
